How Philly's Democratic Machine Got Beat Up on Election Day

Traditional liberal strongholds teamed up with the growing progressive class of greater Center City in Philadelphia’s primary election Tuesday to give Larry Krasner and Rebecca Rhynhart impressive victories in the races for district attorney and controller.

Twenty-nine of the top 30 divisions with the highest voter turnout are in Northwest Philadelphia, Center City, and West Philadelphia, according to data analyzed by NBC10.

When compared to a map of results in the district attorney’s race, the high-turnout neighborhoods line up with those that voted for Krasner for district attorney. He is a defense attorney with no prosecutorial experience who is expected to upend the culture in the DA’s office.

The high-turnout locations also help explain how Rhynhart, a former city budget official, easily -- and surprisingly -- beat Alan Butkovitz, a three-term controller and longtime Democratic Party machine leader in the city.

Rhynhart, 42, was a favorite of the city’s rising progressive political class, with many calling Center City home.

The neighborhoods that favored her greatly out-voted those that have traditionally favored Butkovitz in the Northeast and South Philadelphia.

When it comes to turnout, the “power wards” of Northwest Philadelphia once again showed their strength. Numerous divisions in the Ninth, 21st and 22nd wards turned out at more than 35 percent, according to the data provided by the City Commissioners’ Office.

That compares to an overall city turnout of 17 percent. All the figures are preliminary until the commissioners certify the results, which will take place in the next three weeks.

In addition to the Northwest and the growing influence of downtown progressives (who live in the Second, Fifth, Eighth, 15th and 30th wards), one ward in West Philadelphia also proved consequential on Election Day.

The 46th ward covers much of the neighborhoods north of Baltimore Avenue from 45th to 58th streets as well as south of Baltimore and west of Clark Park.

The highest total votes cast for a single division in the city was 446 in the 46th ward’s 17th division, which encompasses the Cedar Park neighborhood. Turnout was 44 percent.

Ryan Godfrey, a polling place inspector for the division, marveled at the high number of voters on Election Day. The makeup of the neighborhood mirrors the results in the city’s two biggest races.

“This is a super activist community,” he said. “We’re in Cedar Park and there’s lots of people interested in politics and the local politics especially.”

He said his neighborhood doesn’t need a political machine apparatus to get out the vote.

With the end near for Butkovitz, who is symbolic of Philadelphia’s old guard, the entire city this week took a step in that direction.

Consumer Reports Ranks Top Sunscreens of 2017

If you think all sunscreens are created equal, think again.

Consumer Reports has released its annual list of top sunscreens as well as a warning about the SPF number on some bottles: If you put too much faith in them, you could be putting your skin at risk.

SPF, which stands for sun protection factor, measures how well a sunscreen guards against ultraviolet B (UVB) rays, the chief cause of sunburn and a contributor to skin cancer.

For the fifth year in a row, Consumer Reports found some sunscreens during testing failed to provide the level of protection promised on the package. In fact, of the more than 60 products that were tested, 23 were found to have less than half of their labeled SPF number.

The Food and Drug Administration requires manufacturers to have their products tested to determine the SPF because sunscreens are classified as over-the-counter drugs. However, the agency doesn’t routinely test sunscreens itself and manufacturers don’t have to report their results to the FDA unless the agency requests them.

According to Consumer Reports, an FDA official at a public meeting in June 2016 said the agency only had the resources for 30 employees to cover more than 100,000 over-the-counter drugs, which limits what they can do to oversee sunscreens.

"Manufacturers test sunscreens for SPF before their products hit the market, but unless they are reformulated, that may be the only testing they do. That’s one reason CR tests sunscreens," Trisha Calvo, Consumer Reports Health Editor, said.

The agency found a number of sunscreens that provide solid protection against sunburn, skin cancer and wrinkles and are also a good value.

Reverend Arrested After Taking Video Up Woman's Skirt: Cops

A New Jersey reverend turned himself in at the Warren County Courthouse on Thursday to face charges for allegedly looking up a church worker's skirt and trying to take inappropriate photos of her for years, officials said.

The victim first reported 66-year-old Terry Herzberg, a Pennsylvania man who is the reverend at the Gethsemane Lutheran Church in Hackettstown, to police in 2016. She alleged the abuse began in 2013. 

A search warrant yielded various electronics from the church and Herzberg's residence, police said. Through an investigation, police determined that Herzberg took video up the victim's skirt and attempted to photograph up the victim's skirt while she was sitting and standing over a period of about three years. 

Herzberg was charged with third-degree invasion of privacy. A message was left with the church.

Man Opens Fire in Wal-Mart Parking Lot, Speeds Away

Police in Bucks County are searching for a man they are calling armed and dangerous after they say he opened fire in the parking lot of a Quakertown Wal-Mart before driving away.

Sean Lavin told NBC10 he and his mom had just dropped his sister off at work at the TJ Maxx near Wal-Mart and were driving behind the store when someone started following them, riding their bumper and trying to get around.

He said as soon as they turned the corner behind the Wal-Mart, "We hear BANG!"

Lavin turned around and looked at the back seat and says, "The window has been shot out, glass hit me in the arm." Lavin said the man driving the car took off.

Luckily, Lavin and his mom weren't injured.

Quakertown Police along with Richland Township Police say they are searching for 32-year-old Brandon Grosso who was last seen driving a blue Mercedes sedan.

Grosso is wanted in connection with several confrontations in the surrounding area.

Police say Grosso may believe he is being followed and should be considered dangerous. Anyone with information about his whereabouts should call the Richland Township Police at 215-536-9500.

NJ Man Reunited With Dog After 10 Years

Ten years ago, a New Jersey man was driving home from New York with his two dogs as his copilots, but the long drive turned into a 10-year-long reunion waiting to happen.

Mike Ritchie pulled off the highway to let both of his dogs out and to stretch their legs. Chip, one of the two dogs, made it through one of the windows in the car after leaning on the automatic button and took off.

As the years passed, Ritchie thought Chip was gone forever. His family buried Chip's leash and bones, grieving over the loss of their beloved four-legged friend.

Ritchie says after that day, he drove back to the area on the highway several times to look for Chip.

"I finally realized I'd never see him again," Ritchie said.

But on Thursday, Chip's family got an unexpected call.

Jill Speckman says she and her friend Kim started Delco Dawgs a couple years ago after being frustrated with the lack of quality animal services in Delaware County.

For about ten days in a row, Speckman said she and her team received numerous calls about a dog running around Eddystone, a small borough neighboring Chester.

“We just assumed it was a runaway or a dump,” Speckman said, meaning a dog who was dumped nearby by its owner.

That assumption ended when Speckman and her team saw the dog wearing a collar with tags, meaning its owner had registered it.

From there, her team set a trap to catch the dog, who kept getting away. They finally caught the dog on Thursday and took it to the vet, where they traced the dog’s tag to an address in Pennsville, New Jersey.

And the magic happened.

When Speckman called the phone number attached to the address, the man who answered the phone said it couldn’t be his dog. The dog, he said, had been gone for ten years. 

After talking more, the family made the trip from Pennsville to Chester to see if their dream was really coming true.

“We knew right away,” Speckman said when first witnessing the dog with his long-lost owner. Chip jumped all over his old owner, kissing and licking him and wagging his tail.

Speckman said her team is happy and relieved for this happy ending and heart-warming reunion.

And Ritchie couldn't be happier with the ending, either.

"It opened my heart up to humanity again," he said.

Ritchie said since their reunion, Chip hasn't left his side.

“This owner and this dog were just so perfect, so happy together,” Speckman said.

By Thursday night, Chip was back with his family in New Jersey, a reunion 10 years in the making.

Police Capture Suspected Gunman Who Shot at Car in Wal-Mart Parking Lot: Police in Bucks County say a man who opened fire in the parking lot of a Quakertown Wal-Mart before driving away was captured Thursday night.     Amtrak 188 Engineer Surrenders to Charges in Deadly Derailment: Brandon Bostian, the engineer operating Amtrak 188 when it derailed in Northeast Philadelphia two years ago killing eight passengers and injuring 200 others, surrendered to police Thursday on manslaughter charges. Philadelphia Police handcuffed Bostian on the sidewalk as he arrived at Central Detectives in the city's Fairmount section around 10 a.m. The 33-year-old Somerville, Massachusetts, resident remained silent, looking straight ahead and his attorney offered "no comment at this point.” Bostian faces eight counts of involuntary manslaughter, one count of causing or risking a catastrophe and numerous counts of reckless endangerment. Pennsylvania Attorney General Josh Shapiro charged Bostian Friday, a mere seven hours before the statute of limitations was set to expire in the case, and following a legal challenge by the family of a woman killed in the derailment. Amtrak 188 was traveling 106 mph when it jumped the northbound tracks negotiating the curve at Frankford Junction on May 12, 2015. Several cars overturned and one was left crushed and contorted. The curve's speed limit was 50 mph. Eight passengers were killed and 200 were injured. Bostian told investigators he couldn't remember the moments leading up to the crash. He suffered a blow to the head during the derailment.
