'This Broad Is Getting Married': Man Ditches Run to Propose

Most people participated in the Broad Street Run Sunday morning to beat their best time or cheer on a loved one.

But one man had something else in mind.

Sean Rahill, 26, decided to put a ring on it. He surprised his longtime girlfriend with a roadside proposal.

Surrounded by signs - including one that read "This broad is getting married" - and hollers from friends and relatives, 25-year-old Tayler Ragazzone said “yes.”

The two promptly opened a bottle of champagne and decided not to finish the race. They had bigger things to focus on.

N.J. Officials Seek Prison Time for Alleged Fake Doctor

State officials are again seeking punishment for a man they say has been illegally practicing medicine for many years.

The Consumer Affairs Division and the state Board of Medical Examiners claim Raymond Salani Jr. has been treating patients and writing prescriptions even though he's never had a license to do so in New Jersey.

Authorities say undercover investigators visited Salani's business, Lifestyles Medical LLC in West Long Branch. After speaking with him, they allegedly were given prescriptions without having seen or spoken to a physician.

Authorities say Salani has repeatedly been prosecuted criminally and civilly in the past but has continued to practice medicine. He could not be reached for comment on Sunday.

The state's complaint seeks a six-month prison sentence for contempt for Salani and civil penalties, including restitution to all the affected people and entities.

3 Girls Struck by Vehicle in Southwest Philadelphia

Three children are in the hospital after they were struck by a vehicle in Southwest Philadelphia Sunday evening.

A 9-year-old girl, 10-year-old girl and 5-year-old girl were walking on the 2000 block of S. 60th Street at 6:01 p.m. when they were struck by a vehicle traveling southbound on 60th Street.

All three children were taken to the Children’s Hospital of Philadelphia. The 9-year-old is in critical condition while the other two victims are stable.

Police say the driver of the striking vehicle remained at the scene and no arrests have been made at this time. They continue to investigate.

Good Samaritan Rescues Woman After Car Crashes Into Water

A Good Samaritan jumped into action and saved a woman’s life after a car crashed into the water in Atlantic City, New Jersey. 

Police say a 29-year-old man was driving with a 28-year-old female passenger around 4:30 a.m. Sunday on the 3200 block of Fairmount Avenue when he lost control of his vehicle and slammed through the bulkhead and into the bay. TJ Andrews, an Atlantic City resident, was walking in the area at the time of the crash. He saw that the driver was struggling to get the woman out of the car. Andrews then jumped into the water and helped pull her to safety.

"He was already pulling her out but he wasn't strong enough," Andrews said. "So what I did was help. When I came up he just let go. I don't know what he was doing but I actually took over and helped pull the lady up to the edge of the bulkhead and pulled her up because he wasn't strong enough to do it."

Andrews told NBC10 he didn't think twice about jumping in to help.

"It was kind of like instinctive," he said.

Andrews, the driver and the passenger were all taken to AtlantiCare Regional Medical Center. Andrews and the driver were treated for minor injuries while the passenger was treated for serious injuries.

A crane eventually removed the vehicle from the water. No charges have been filed but the accident is under investigation.

Pa.'s Budget Woes Deepen With Aging Population

Pennsylvania state government is facing perhaps its most difficult budget dilemma since the recession, and demographic trends will provide no relief in coming years.

Already one of the nation's oldest states, the growth of Pennsylvania's retirement age population is projected to balloon in the coming decade, while its working-age population shrinks.

The projections, by the Pennsylvania State Data Center, were cited by the Legislature's nonpartisan budget analyst, the Independent Fiscal Office, as it assesses the state's fiscal future.

That immediate future involves a roughly $3 billion two-year projected deficit, compared with a $31.5 billion approved budget for the fiscal year ending June 30. Much of the deficit is driven by lackluster tax collections, making good on long-overdue pension obligations and rising costs for health care and prisons.

A shrinking proportion of working-age Pennsylvanians isn't helping.

"A dimension of the budget deficit we face is specifically the demographic shift," said Mark Price, a labor economist at the Harrisburg-based Keystone Research Center, a labor union-affiliated think tank.

In Pennsylvania, retirement income - such as pensions and Social Security - is not subject to the state's 3.07 percent income tax. That means that income tax collections will slow as more people leave the workforce and live off retirement income.

Meanwhile, older people tend to shift their spending habits away from durable goods to services, Price said. That means sales tax collections will suffer, since durable goods are more likely to be subject to Pennsylvania's 6 percent sales tax, while services are less likely to be subject to the tax, Price said.

It also has ramifications for spending demands.

The cost to care for the elderly often fall on the state, such as on Medicaid, which pays for most of the nursing home residents in the state. That will put more strain on services.

"With an older population, you are spending a lot more on end-of-life care, which is a major expenditure as people transition to that stage of life," Price said.

More demand for services for the elderly will compete for state dollars for other services, such as public schools, he warned.

To some extent, Pennsylvania's demographic projections continue a trend that was already happening. But the Pennsylvania State Data Center's projections show the trend steepening.

For example, from 2005 to 2015, the number of Pennsylvania residents ages 20 to 59 largely stayed the same, shrinking by 2,000. The number of residents 60 and older grew by 540,000, or roughly 22 percent, the data center said.

Under the data center's projections, the number of Pennsylvania residents ages 20 to 59 will shrink by 214,000 from 2015 to 2025, or about 3 percent. But the number of residents 60 and older will grow by 711,000, or almost 24 percent, the data center said.

Where there were about 10 million residents under 60 in 2005, there will be fewer _ about 9.5 million _ in 2025, according to the data center's projections. Meanwhile, the number of people 60 and older will have risen by about 50 percent, from a little under 2.5 million to more than 3.7 million, it projected.

Arrest Made in Kidnapping, Sexual Assault of Del. Girl

An arrest has been made in the abduction and sexual assault of a 4-year-old girl in Delaware.

New Castle County Police will announce an arrest in the case during a news conference Monday afternoon, according to NBC10's Tim Furlong. They have not yet revealed the identity of the suspect in custody.

The child was kidnapped while playing with friends in the Plum Run neighborhood of Pike Creek on April 6, witnesses said. Witnesses described her abductor as a white man with dark hair and driving a dark sedan with tinted windows. The incident occurred around 7 p.m. on the 4800 block of Sugar Plum Court. She was approached by the suspect and taken to his car. The two then sped off, causing several children to scream. A woman heard the cries and called officials. 

"The person approached the little girl and he said he had something for her mommy," neighbor Megan Gardner told police. "She went to get it from him and he grabbed her."

Police found the young girl two hours later in a nearby park wearing little clothing. She was taken to a local hospital where investigators discovered signs of sexual assault. She was treated and released with non-life threatening injuries.

While the community remains on edge, residents say news of an arrest a month later gives them hope that the child and her family will have a chance at justice.

"Oh my gosh you feel it because you have your own kids," Maggie Gonzales, a resident, said. "And I wanted that person to be found."
