Philadelphia City Council to Address 'Eviction Crisis'

Philadelphia City Council is holding a hearing Monday to address what one Councilwoman described as an "eviction crisis" in the city, with the discussion expected to address the legal representation for low-income renters.

Councilwomen Helen Gym, Maria Quiñones-Sánchez and Cindy Bass are leading the hearing that will feature legal experts and advocates to investigate solutions to the issues facing Philly renters.

The hearing comes in light of new research showing that 1 in 14 Philly renters have faced eviction, according to a press release from the Councilwoman Gym.

“Eviction is a leading driver of poverty and homelessness in Philadelphia,” the release said. “Last year alone, 24,000 evictions were filed in the city and only 1% of low-income renters had the legal representation necessary to fight back. Despite their best efforts, people who have faced eviction face significant barriers to future housing and employment.”

Residents who have faced eviction and substandard housing will also testify, Gym's office said.

The hearing starts at 1 p.m. in Council chambers at City Hall.

Phone Scam Uses Missed Calls From These Area Codes

The Federal Trade Commission is warning of a phone scam that tricks people into making expensive calls.

It’s being called the “one ring” area code phone scam. In the scam, scammers will call your cell phone but let it ring just once so that it leaves the appearance that you may have a missed call, according to the Federal Trade Commission’s warning.

Once the customer calls back the missed number, they are hit with a per-minute charge at an international rate. The calls are from phone numbers that look as if they are regular domestic digits from an area code within the U.S., but really they are premium international lines, according to the FTC.

Calls made to such numbers can cost more than $20 for just the first minute, Inc. reports.

There are common nine area codes that users should be on the lookout for, the FTC says, including: 268, 284, 473, 664, 649, 767, 809, 829 and 876.

Experts suggest that if you miss a call, and don't recognize the number, do not call the number back.

The Philadelphia Union soccer franchise has narrowed down its, um, interesting search for a CTO, otherwise known as "chief tattoo officer."

The team is describing the position as "unlike any other ever sought after in professional sports and a spokeswoman said a hire likely will be made in the next two to three weeks.

Thirteen tattoo artists and parlors were named Monday as finalists for the gig, which will become instant work for whoever is hired. Three people associated with the Union, vice president of marketing Doug Vosik, fan club Sons of Ben member Corey Furlan and an unnamed Union player will get tattooed simultaneously at the announced hiring, a press release said.

"The next step of the evaluation process will see Philadelphia Union players offer their input in the hopes of narrowing the field down to a final five, based on the criteria of the top five being an artist from whom they would want to receive a tattoo," the release said. "Vosik will then visit each shop personally to get to know the artists ahead of a final selection. The Union are looking for not only a great artist, but also for great people with which to work."

The 13 finalists are:

Northern Liberties Tattoo

Bone Daddy’s Tattoo

Omkara Tattoo

True Hand Society Tattoo

Art Machine Productions

Philadelphia Tattoo Collective

Dave Shoemaker Tattoo

Myke Chambers

Davidian Tattoo

Dan Czar Tattoo

Kristopher Kolodziej

A 5-year-old boy who was apparently choked unconscious by his scarf last week while playing with his family's dog in Bucks County died Saturday from his injuries, police said.

John Bruno, of Warrington, was found Wednesday afternoon by his mother in the backyard of his house lying unconscious on the snow-covered ground. The mother untied the scarf and called 911.

Warrington Police Chief Daniel Friel said Monday the Philadelphia Medical Examiner's office was handling the autopsy and would rule on the cause of death.

He added that the "very unusual" incident appears to be a tragic case of accidental choking, but Warrington detectives continue to work with the medical examiner.

Friends of the boy's family created a GoFundMe page to raise money for medical and funeral expenses.

A teen boy was arrested after he allegedly knocked a police officer unconscious in Northeast Philadelphia early Monday morning.

The 8th District police officer responded to a parking lot on 12000 Academy Road at 4:25 a.m. for a report of a person causing a disturbance in the area. When he arrived he found a 17-year-old boy. Investigators say the boy also fit the description of a person who robbed a 7-Eleven store in the area Sunday morning.

When the officer tried to detain him the teen allegedly turned and attacked, sending him to the ground and knocking him unconscious.

“The suspect was able to pick up the officer and body slam the officer violently on the parking lot,” said Philadelphia Police Chief Inspector Scott Small. “He temporarily lost consciousness when he hit his head.”

The teen fled from the area but was found about 20 minutes later by other responding officers while hiding in an area behind a Wawa on 12000 Academy Road. He was taken into custody and charged with aggravated assault, criminal mischief, simple assault and other related offenses.

The officer was taken to Aria Torresdale Hospital where he was treated for his injuries and later released.

A man was arrested after he allegedly sexually assaulted a teen girl inside a Berks County church more than a decade ago.

Jonathan Scott Buchanan, 34, of Bryn Mawr, is charged with statutory sexual assault, involuntary deviate sexual intercourse, sexual assault, aggravated assault and corruption of minors.

Detectives from the Berks County District Attorney’s Child Abuse Unit began to investigate Buchanan in October of 2016 after they received a sexual assault complaint filed on Childline and a report made to the Berks County Children and Youth Service Department, officials said. During the investigation they spoke with a woman who told them Buchanan sexually assaulted her inside a church in October of 2006 when she was 15-years-old.

The woman said Buchanan, who was 25 at the time, was the “technical guy” who was helping with a dress rehearsal during a church group function in Sinking Spring, Pennsylvania. Buchanan was helping the teen retrieve equipment in the downstairs office area of the church when he sexually assaulted her, according to investigators. He then drove the girl in his vehicle to a secluded parking lot and sexually assaulted her again, police said.

Buchanan surrendered to Berks County detectives Monday around 11 a.m. His bail is set at $100,000 unsecured.

A teen boy is recovering after rescuers pulled him out of the retaining wall along the Brandywine River in Wilmington, Delaware Monday.

Wilmington firefighters responded to the river in the area of the Market Street Bridge Monday at 7:43 a.m. for a report of a teen sitting on the rocks below. When they arrived they found a 14-year-old boy sitting inside a drainage tube of the retaining wall adjacent to the Wilmington pumping station.

“When we arrived we could immediately see him,” said Wilmington Fire Department Captain Gordon Davis. “We could see he was conscious but we could also see he was in a difficult to access location.”

Officials say the teen may have jumped from the Market Street Bridge and then swam to the drainage tube.

High angle and water rescue crews responded to the scene and one of the rescuers was lowered to the teen. After the rescuer made sure the teen wasn’t hurt or suffering from hypothermia, the boy was hoisted up to safety. He was then taken to the AI duPont Hospital for Children and is in good condition.

Caught on Cam: Thieves Target Jewelry Store in Lawncrest

An investigation is underway after thieves stole more than $1 million worth of jewelry from a store in the Lawncrest section of Philadelphia.

The thieves targeted a jewelry store on the 5500 block of Whitaker Avenue between late Sunday night and early Monday morning. They first broke into the roof of a neighboring dessert shop and tore a hole through the wall before moving into the jewelry store.

Investigators say they first set off a burglary alarm at the store shortly before midnight and then hid when the jewelry store owner responded. After the owner left without seeing anyone the thieves strategically cut phone and cable wires to set off another alarm around 2 a.m. in order to give the impression that it was a false alarm. When no one responded the thieves went to work, breaking through the side of a cement safe and stealing more than $1 million worth of jewelry.

NBC10 obtained surveillance video of the theft. The store was also burglarized in January and police are investigating whether the same suspects were involved. Police are also investigating similar jewelry store thefts in Bucks County and South Jersey that may be connected.

The owners of the store hope to reopen next week but are currently working on cleaning up the damage.
