Police Investigate Exchange Between AC Officer and 2 Men

A Facebook video showing an exchange between an Atlantic City officer and two men inside a car has sparked a police investigation.

The video was posted Tuesday night though the uploader does not indicate when or where it occurred.

In the one-minute, 17-second long clip, a driver records as he and his passenger speak with an Atlantic City police officer.

“Can I get my phone?” the passenger asks.

“Listen there’s two ways that this can go,” the officer says as the driver records him. “Take that phone and stick it out of my face. I’m not gonna tell you again.”

“I’m not getting committed with no crime though,” the driver says. “What’s the probable cause bruh?”

“Listen, my camera’s on so don’t worry about it,” the officer replies.

The officer then tells the passenger to keep his hand out of his face. The passenger then asks the officer again to give him his phone.

“I’m going to explain this one time and one time only,” the officer replies. “It’s gonna go two ways. You can act like a gentleman and I’m going to treat you like a gentleman. You frog the f--- up I guarantee you that 90 pound dog is gonna come out and gonna rip the f--- out of you. And if your hand goes and disappears I’m gonna knock you the f--- out. Put your hand in my face and I’m gonna knock you the f--- out. I’m that f------ guy. You understand me? So calm the f--- down. You feel me? You’ll go away. Real cool. You start acting like a f------ fool and I will drag you out of this f------ window. You understand?”

The driver then tells the passenger to be quiet and the passenger apologizes to the officer.

“You’re right sir, you’re absolutely right, I apologize,” the passenger says.

“I’m not disrespecting you,” the officer says. “You wanna frog the f--- up? I’ve got no problem. We’ll step outside and bang. I got no f------ problem.”

“You don’t gotta do all that,” the passenger says. “It don’t have to be like that.”

“It doesn’t have to be like that so stop making it like that,” the officer says.

“I’m not,” the passenger replies. “All I was trying to do was just grab my phone sir.”

The officer then either tells the passenger, “You’re on lawful detention” or “you’re on unlawful detention,” though it’s difficult to tell which word he uses from the video. The officer then says, “You are not allowed to have your cellphone. You understand? You’re not allowed to use it. So you can turn yours off right now. Otherwise I’m gonna skip it right down…”

The video then ends.

A spokesperson for the Atlantic City Police Department said they are aware of the video and have ordered the Internal Affairs Unit to investigate. They did not reveal when or where the incident happened, the name of the officer or the names of the two men inside the car. They also have not revealed what led to the recorded exchange or what occurred after the video shut off.

The officer involved in the incident has been placed on administrative assignment pending the outcome of the investigation, according to the spokesperson.

“The language and tone used by our officer in the video is concerning and is not condoned by this department,” the spokesperson wrote. “The officer involved was wearing a body worn camera which will be reviewed by detectives.”

In the released statement, the spokesperson described the ways in which the Atlantic City Police Department has improved its relationship with the community.

“We have worked hard to gain the trust and confidence of the community by becoming part of the community with many of our programs such as Pizza with the Police and Coffee with the Cop,” the spokesperson wrote. “Our officers are involved in neighborhood walks and events that educate the community on the role of police officers with our Civilian Police Academy and Juvenile Police Academy.”

Officers Shoot Armed Man in West Oak Lane: A man is in the hospital after he was shot several times by police officers in the West Oak Lane section of Philadelphia Wednesday night. Police say two plainclothes officers saw two men walk out of a known drug house near the 2100 block of East Chelten Avenue around 8:30 p.m. The men tried to get into a car but the alarm went off, according to investigators. The officers went over and frisked the two men. They then noticed that one of them had a gun, police said. That man then allegedly fled and pointed the gun toward the two plainclothes officers and one uniformed officer who had just arrived, according to investigators. The three officers then fired at the man and shot him several times. The unidentified man was taken to the Einstein Medical Center where he is in critical but stable condition. Police also took the second man into custody.

Two House Chairmen for DOJ Probe Over Flynn 'Leaks': The Republican chairmen of two powerful committees in the House asked the Justice Department on Wednesday to investigate a series of leaks to the media relating to Michael Flynn and communications with Russia's ambassador to the United States. Flynn resigned as President Donald Trump's national security adviser on Monday. "According to some of the reports, the information may come from classified intelligence products," Jason Chaffetz, R-Utah, chairman of the Oversight and Government Reform Committee, and Bob Goodlatte, R-Virginia, chairman of the Judiciary Committee, said in a letter to the Justice Department's inspector general. "We have serious concerns about the potential inadequate protection of classified information here," they wrote.

Organizers Plan 'Day Without Immigrants' Protest for Philly: Organizers in cities across the U.S. are telling immigrants to miss class, miss work and not shop on Thursday as a way to show the country how important they are to America's economy and way of life. "A Day Without Immigrants'' actions are planned in cities including Philadelphia, Washington, Boston and Austin, Texas. The protest comes in response to President Donald Trump and his 1-month-old administration. The Republican president has pledged to increase deportation of immigrants living in the country illegally, build a wall along the Mexican border, and ban people from certain majority-Muslim countries from coming into the U.S. He also has blamed high unemployment on immigration. Employers and institutions in some cities were already expressing solidarity Wednesday with immigrant workers. Washington restaurateur John Andrade said he would close his businesses Thursday, and David Suro, owner of Tequilas Restaurant in Philadelphia and a Mexican immigrant, said he also planned to participate.

Philly Fire Leaves 3 Children, 2 Adults Hurt

An early Thursday morning fire left three children – one as young as 5 months old – and two adults hurt.

The flames broke out around 5 a.m. on S Etting Street by Tasker Street in Philadelphia’s Grays Ferry neighborhood, Philadelphia firefighters said.

Smoke quickly spread through the home and to a neighboring home where the three children were inside, Fire Captain William Dixon said.

Five people in total suffered injuries. Doctors at the Children’s Hospital of Philadelphia treated a 10-year-old, 2-year-old and 5-month-old for smoke inhalation while doctors at Penn Presbyterian Hospital treated two adults including one rescued from the roof who suffered burns to his arms, said Dixon.

No word on what caused the blaze, which took around an hour to bring under control.

Car Carrier Jackknifes, Blocks Delco Road

A crash along a busy Delaware County road left a big rig across the highway during the Thursday morning rush.

The car carrier jackknifed as it collided with an SUV in the eastbound lanes of route 322 near Interstate 95 in Upper Chichester around 5:30 a.m.

No word yet on the extent of injuries.

The truck struck the cement barricade and pushed some debris into the westbound lanes. One lane got by westbound around 7 a.m. as the eastbound lanes remained closed.

Crews Conquer Fire That Led to NJ Transit Suspensions

Firefighters continued to battle a warehouse fire in Linden Thursday morning that led to partial suspensions on two NJ Transit rail lines.

The fire broke out at an abandoned warehouse around 10 p.m. Wednesday and was still burning Thursday morning, Linden fire officials said.

No injuries were reported, but the fire involved hazardous materials and was close enough to train tracks that NJ Transit had to suspend service between Metropark and Newark Penn on the North East Corridor and New Jersey Coast Line.

Service was restored with delays in both directions shortly before 3 a.m. and returned to normal just after 4 a.m. 

Crews were finally able to get the fire under control shortly before 4:30 a.m.

Police Pursue Car Through Philly Neighborhoods

NBC10’s Matt DeLucia has the latest details on the investigation following a police chase with a car full of people that started on S Alden Street in Cobbs Creek and wound up in front of the Pennsylvania State Police barracks on Belmont Avenue in Wynnefield Heights early Thursday. No one was hurt and no shots were fired at officers, said Philadelphia Police.


Person in Violent NJ Crash Was Reportedly Shot in Head

A car crashed through a telephone pole and into a tree in north Jersey on Thursday morning, and there are reports that one of the occupants had a gunshot wound to his or her head.

There was an active scene at Franklin Avenue and Mill Street in Belleville Thursday morning, just hours after the red car careened into the telephone pole and tree, causing the pole to split and tip over at about 2:30 a.m.

Police and firefighters responded to the crash and there were reports that one of the occupants of the vehicle suffered from a gunshot wound. 

Police said there were a number of injuries, and one man was spotted being wheeled away on a stretcher. The conditions of the driver and passengers weren’t immediately known.

The stretch of Franklin Avenue was cordoned off as investigators continued to examine the area Thursday morning.

A Montgomery County father faces charges that he beat his 24-day-old daughter.

District Attorney Kevin Steele announced aggravated assault and child endangerment charges Thursday against Luis Bonanno of Harleysville.

Towamencin Township police and county detectives began investigating Bonanno, 34, after the infant’s mother took the child to the hospital to have breathing problems – the girl had “poor oral intake” and “was exhibiting a licking noise while breathing in – checked out on Sept. 12, 2016, the DA’s office said in a news release.

The girl was transferred to the Children’s Hospital of Philadelphia where doctors found the baby had fractured ribs, a broken skull and “other issues,” the DA said.

Investigators later found that Bonanno pressed on his daughter’s chest multiple times, the DA said.

A judge arraigned Bonanno Tuesday and sent him to to county jail after he was unable to post $100,000 bail, court records said. NBC10 left a message for comment with his Norristown-based attorney Frank Flick.

Britax Strollers Recalled for Damaged Receiver Mounts

Britax B-Agile and BOB Motion Strollers with Click and Go receivers are being recalled for a damaged receiver mount following reports of car seats unexpectedly disengaging from strollers and falling.

So far there have been 26 reports of injuries to children, including scratches, bruises, cuts and bumps on the head, according to the U.S. Consumer Product Safety Commission. The strollers have been sold nationwide at Babys R Us, buy buy Baby and Target, among others. They’ve also been sold online at Amazon.com, albeebaby.com, buybuybaby.com, diapers.com, ToysRUs.com and other websites from May 2011 through February 2017, for prices between $250 and $470 for the strollers and travel systems.

All models are folding, single or double occupant strollers with Click and Go receiver mounts, and all colors are included. The model number of the stroller can be found on the inside of the stroller’s metal frame. The model number is near the right rear wheel for single strollers and the front middle underside on double strollers.

SEPTA Wants to Run 'Direct Bus' Service to Bucks County Mall

Passengers could in the future be going express – on uniquely branded buses – on Philadelphia’s busy Roosevelt Boulevard.

On Thursday, SEPTA shared with NBC10 its plans to launch "Direct Bus" branded buses that will run from the Frankford Transportation Center – the end of the Market Frankford El – to the Neshaminy Mall in Bucks County.

The blue and green 60-foot articulated buses will only stop six times over the 10.5 mile journey from Frankford to Bensalem, according to SEPTA’s service proposal. The journey should take around 34 minutes on average, that’s 13 minutes – or 30 percent – quicker than normal bus service, SEPTA said.

Besides the branded large buses, the "Direct Bus" name will also be added to bus shelters along the route.

The plan will be part of SEPTA’s Annual Service Plan that the SEPTA Board will vote on in spring/early summer following public hearings in April, spokesman Andrew Busch said.  If the plan is approved, service would being early next fall.

The Boulevard Direct Bus service isn’t the first time SEPTA put forth plans to operate service under another name – the LUCY Center City to University City loop service and Horsham Breeze lines are banded differently than SEPTA’s traditional red, white and blue design.

Cheltenham Hires Veteran Cop as New Police Chief

John Frye, a 28-year veteran of the Cheltenham police department, took over as police chief Wednesday after unanimous approval by the township board of commissioners.

Frye served as acting chief since June, when former Chief John Norris retired after 12 years as the local top cop.

He said his strategy for policing in the months and years ahead is simple: "Our goal is to continue providing the best possible policing to the township."

"Over the last eight months, we've made a more concerted community outreach program," Frye told a crowd at Curtis Hall Arboretum in Wyncote.

He comes into the position on the heels of a 2.2-percent decline in crime in the township in 2016, according to statistics presented at the Public Safety Committee meeting last week.

Frye said at that meeting that crime decreased in all categories except theft from vehicles.

Township Commission Chairman Morton Simon Jr. said he's confident the transition to Frye would be smooth, considering the new chief's years of experience.

"We have a good belief the new chief will lead to even higher and greater standards," Simon said.

A Forty With Your Shorti: Delco Wawa Now Sells Beer

Pennsylvania celebrated its first day of selling beer in Wawa Thursday morning with a ribbon-cutting ceremony attended by the company's CEO Chris Gheysens, Wawa staff and fans. 

The recently remodeled convenience store-- located on Naaman's Creek Road in Chadds Ford -- includes a walk-in beer cooler to keep alcoholic beverages cold and 30 restaurant-style seats.

Wawa renovated the Delaware County store by adding the new features to comply with Pennsylvania's unconventional beer laws. However, Wawa implemented beer laws of their own.

"Internally, we are allowing one beer per person when they sit and consume [in the dining area]," said Gheysens, the "lead goose" of the company.[[413963133, C]]

Customers are only allowed to buy two 6-packs or one 12-pack from a wide variety of brew. The store provides a separate register for buyers to check-out-- where each person will get asked to show identification. 

Additionally, Wawa has rules about what time customers can purchase alcoholic beverages; on Mondays through Saturdays, beer can be bought from 8 a.m. to 11 p.m. and from 11 a.m. to 11 p.m. on Sundays.  

Wawa fans hoping for beers to hit the racks at their local stores are out of luck. The Delaware County store will be the only Wawa in the state to sell beer because of its size. 

"This is the largest store we have in our entire fleet of 750 Wawas," Gheysens said. "This was the only [Wawa in Pennsylvania] that allowed us to ... meet the license requirements."

Beer sales aren't a new feature for Wawa; stores in Florida and Virginia already sell beer. 

Children Hurt in West Philadelphia Fire

An early-morning fire in West Philadelphia injured five, including children who were injured from smoke inhalation. Investigators are now looking for a cause of the fire.
