6 Hurt After South Philly Car Crash

Police are investigating a car crash that injured six people in South Philadelphia.

Officials say two cars collided head-on early Wednesday evening at 24th Street and Oregon Avenue.

The crash caused one of the vehicles to overturn and at six people were injured. Police say two of those victims were ejected while another was trapped inside one of the cars. That person was eventually pulled out by emergency crews.

All six victims were taken to the hospital. Police say two of the victims are in serious condition while the other four suffered non-life-threatening injuries.

Inside Look at Sochi

When I left the USA I had no idea what waited for me in Sochi. The park has lived up to its reputation and there's been almost no problems so far.

In the couple weeks I've been here the place has changed. Thousands of people have flooded into the park to watch the events. The venues are bright and always pretty full, but have not been sold out.

My take on all the events so far: incredible.

I haven't been to another Olympic Games but this Olympics is massive. The hockey games are exciting, speed skating is packed (but not sold out) every night, curling is a pleasure to watch, figure skating is fun, all the events I've watched are great. I got a US hockey Jersey and went to a game with my dad. That was for sure a proud moment, and hopefully not the last game I go to.

Luckily I got the chance to go up to the mountain cluster and watch the men's bobsled. The USA team for two-man bobsled won the bronze medal and we witnessed all of it!

The trip up the mountain took about a hour on the train. Then one gondola ride later we were there. The views from the mountains did not disappoint. We could see the Alpine skiing areas and plenty of places to shop. The buildings were not completely finished, but the mountain village is beautiful.

The Russian fans there are what really surprised me. They are actually nice to us (Americans) and are very respectful.

When there is a Russian in the event, that's when you hear them cheering. It's not necessarily because they want them to win. Mostly it's a moment for their country and they want you to hear all about it. The Russians won the gold medal that night, but the US team was close behind.

So far my events have been hard fought and aggressive.

It's too bad that I didn't make it to the final round individually and that's now in the past. I have my sights set on the relay event in two days. It's the US team's best chance to medal at the games. The Olympics are almost over so I'm pouring everything into this full-on battle. Let's hope there is something shimmering (and metallic) waiting for me as well.

1 Dead, 1 Hurt After Gunman Shoots at Car

Philadelphia Police are investigating a double shooting that killed a person and injured another in the Olney section of the city.

Investigators say a 33-year-old man and another man in his mid-30's were driving southbound on Palethorpe Street around 7:50 p.m. when an unidentified gunman opened fire.

Both men were struck and the driver lost control, crashing into a parked car. The engine caught fire upon impact.

Firefighters were called to the scene and pulled both men out of the vehicle when they arrived.

Police say both men were shot in the back of the head. The 33-year-old man was pronounced dead at the scene. The man in his mid-30s was taken to the Einstein Medical Center where he is currently in critical condition.

No arrests have been made. Police have not released information on any suspects.

Teen Boy Shot 4 Times

A teenage boy is fighting for his life after police say he was shot four times.

The 17-year-old boy was walking down Edgley Street near 23rd when an unidentified gunman opened fire.

The boy was struck three times in the stomach and once in the left elbow. The teen staggered his way to 23rd Street and Diamond and collapsed in front of the corner store.

He was taken to Temple University Hospital where he is currently in critical condition.

Witnesses told police they spotted a suspect fleeing the scene on a bike after the shooting. Investigators have not yet released a description.

Fake Flower Delivery Men Rob Home

Police released a sketch of one of the two men accused of posing as flower delivery men on Valentines Day and then stealing thousands of dollars from a home.

Police say that two men rang the doorbell of a home on the 100 block of Revere Drive in Deptford last Friday with flowers in hand. They then used a gun to force their way inside the home and then stole $10,000 in cash and jewelry, according to authorities.

The men quickly fled the scene in a car, police said.

Neighbors say the victims just recently moved into the neighborhood with their young daughter.

Police are unsure if the victims were targeted or picked at random.

No one was injured in the home invasion.

The first suspect is described as a thin, light complexioned black male in his early 20's standing 5-foot-9. Police released a sketch of him on Wednesday.

The second suspect is described as a stocky masked man, standing 6-feet and dressed in all black clothing.

Man Struck, Killed by Hit-and-Run Driver

Police are on the hunt for a driver who allegedly struck and killed a man in the Kingsessing section of the city and then fled the scene.

On Monday, shortly after 5 p.m., a 32-year-old man was standing in the shoulder of the westbound lane on the 6200 block of Kingsessing Avenue attempting to repair his bike.

As he was working on the bike, police say he was struck by a vehicle traveling west on Kingsessing. The vehicle briefly stopped then continued to drive west on Kingsessing Avenue.

The man was taken to the Hospital of the University of Pennsylvania with severe injuries. He was later pronounced dead.

Surveillance video captured the hit-and-run crash. We are not embedding the video in this article since the crash was fatal. However, Philadelphia Police posted the video on their YouTube channel.

Police say the hit-and-run vehicle may have been a dark-colored Jeep Cherokee. If you have any information on the driver’s whereabouts, please call Philadelphia Police.

Girl's Teeth Yanked Out at School

Harmani Osbi still holds her three front baby teeth in her hand after they came out on Tuesday. There’s only one problem. They weren’t supposed to come out anytime soon. According to the girl’s mother, they were yanked out by a worker at her school.

“She should be getting the support that she needs,” said Harmani’s mother, Tomeka Speller. “Not getting attacked in the classroom.”

Harmani, 7, attends a class for children with behavioral issues at the Solis Cohen Elementary School in Northeast Philadelphia. Speller says her daughter was chewing on her sweater and refused to stop when a specially trained school therapeutic worker told her to. Speller says the worker then forcefully pulled out the sweater, yanking out the girl’s three front teeth.

“She used excessive force,” Speller said. “She just said, ‘I’m not having this today' and she yanked it out. Just because you’re having a bad day does not mean you’re going to mistreat my child!”

School district officials reviewed witness statements and are now filing a complaint with police and the Department of Human Services.

“It’s a shocking incident,” said Philadelphia School District spokesman Fernando Gallard. “Now we have to make sure that it never happens again. We expect much more than this from a professional.”

A spokesperson for the Children's Crisis Treatment Center, where the worker was contracted and employed, released a statement on the alleged incident.

"At CCTC we take pride in providing a safe environment in which the health and well-being of our children is the top priority," said the spokesperson. "As is our policy, the individual has been suspended pending an investigation." 

Speller wants the worker gone from the school for good however.

“I want her fired,” she said. “She does not need to be working with children.”

New Police Twitter Campaign

They are numbers that officials say are indicative of the “no snitching” culture in Philadelphia.

In 2013, 246 people were murdered in the city but police only received 82 tips for homicides. With those numbers in mind, police are hoping that a new social media initiative will help them solve more murders.

“At this particular stage, it seems to be that social media is what’s catching,” said Philadelphia Police Lieutenant John Stanford. “So we want to be ahead of it.”

Through their new online campaign, police are generating tips on homicides via Twitter, using the hashtag #JustATip.

“We have about 33,000 people that follow us on twitter,” Stanford said. “We want folks to know there is a reward on the table.”

Police say there is a $20,000 reward for any tips that lead to an arrest and conviction in a murder case.

“Some people need that incentive to do the right thing,” Stanford said.

Police say the reward money is funded by the city. They’re hoping the reward and the new campaign will be enough to change the “no snitching” mentality of the city.

“We hope this campaign will push people into the direction of wanting to be able to work with us and provide us with information we need to get these type of people off the streets,” Stanford said.

A man and woman were hurt in a crash between two SUVs on Aramingo Avenue in Fishtown overnight.

Water Main Break, Gas Leak

A water main break and a gas leak forced the evacuation of several homes in the Port Richmond section of the city.

Officials say a 6-inch water main ruptured around 3:15 p.m. on Wednesday on the 3000 block of Livingston Street. When crews responded to the scene to repair the break they noticed the strong odor of gas.

The crews then discovered that a 6-inch gas main also ruptured.

Both gas and water were shut off in the area. Water service was restored around 2:30 a.m. while gas service remained shut off.

Crews remained at the scene to repair the damaged street until the early morning hours.

Officials say at least 14 homes on the street had flooding in the basements. The Red Cross provided shelter for two families and four people who had to evacuate.

Push for E-Cigarette Regulation

A Philadelphia City Councilman says the sale of electronic cigarettes to children needs to be banned.

Councilman Bill Greenlee plans to introduce legislation to City Council on Thursday that would restrict the sale of the devices to only those over the age of 18.

Those caught selling the e-cigarettes to minors could be fined $250 or have their business shut down for some time if several violations are uncovered, according to an advanced copy of the bill obtained by NBC10.com. The bill also requires those under the age of 27 to be carded.

The battery operated devices heat flavored liquids and produce a vapor which is inhaled by the user. The process is called "vaping." The liquids could contain nicotine or simply flavoring.

Minors have been increasingly been using the devices. A recent survey by the Centers for Disease Control and Prevention found e-cigarette use has doubled among middle school students. Use by high schoolers has also jumped.

Opponents of the devices say their use by children and teens mimics cigarette use and could instill bad habits. Medical professionals have also highlighted concerns about a lack of regulation and testing to understand what is actually in e-cigarette liquids, which are not regulated by the Food and Drug Administration.

"Based on the limited data that we have seen, I think it is imperative that we keep these devices out of the hands of minors now. We need to protect people, especially minors from the deadly smoking habit.” Greenlee said in a statement.

If passed, Philadelphia would be the first city in the Commonwealth of Pennsylvania to regulate the sale of the devices. A Pa. Senate bill, currently making its way through the legislature, would also ban the sale of e-cigarettes and other nicotine products like nicotine gum to minors.

City officials have also considered banning vaping in restaurants, public spaces and workplaces, adding to laws already in place for traditional cigarette use.

Questions Remain in Child Abduction

Last week marked one year since Christina Regusters was arrested for her alleged role in the abduction and rape of a 5-year-old elementary school student from the Cobbs Creek section of the city.

On January 14, Regusters allegedly donned Muslim garb to appear as the child's mother and kidnapped the kindergartner from William C. Bryant Elementary School. According to investigators, Regusters walked the child to a home on the 6200 block of Walton Avenue, where the girl was sexually assaulted.

The child was found by a passerby one day after the abduction. She was sitting alone in the cold at an Upper Darby playground, before sunrise, wearing only an over-sized T-shirt. Investigators say they later found Regusters' DNA on the T-shirt the child was wearing and used that evidence to arrest Regusters on February 14.

Regusters, who was 19 at the time, was arrested and charged with 15 crimes including two counts of involuntary deviant sexual intercourse with a child with serious bodily injury, aggravated assault, kidnapping, corruption of a minor and unlawful restraint of a minor.

Waiting Behind Bars

Since then, Regusters has seen her 20th birthday come and go while sitting behind bars at the Northampton County Correctional Facility. Regusters was moved to the county prison after she was assaulted in a Philadelphia prison facility.

Northampton County Director of Corrections Arnold Matos said Regusters' stay at the county facility has been largely uneventful.

As of late May last year Regusters had not had a single visitor. Since then, Matos said Regusters has had a total of four visitors, two in the summer and two in the winter, whose identities were not disclosed.

As far as violent incidents like the one she experienced at the Philadelphia facility, Matos said, "there have been none whatsoever.”

Unanswered Questions

Shortly after the case broke in January last year, Tahsiyn Ismaa’eel started a Facebook group called Before They Strike Again. The group is dedicated to keeping the community updated about the details of the case, many of which Ismaa'eel felt were confusing.

Ismaa’eel, 58, said she believes that there were other people involved in the crime.

"I know that pretty much from the group and just people that I talk with in my immediate circle, they’ve never believed that there was just only one person involved. Just by the level of the crime, I never believed that one female would go and do such a heinous crime," she said.

"Everybody is painting her as a monster right now but I still view her as a human being. She’s a female and I believe she’s a female that was likely manipulated by a male."

In the weeks following Regusters' arrest, both her attorney W. Fred Harrison, Jr. and the attorney for the family of the victim Thomas Kline were vocal about their belief that more people were involved in the abduction.

"The information I have suggests that there are other individuals probably involved in this case," Harrison told NBC10.com shortly after Regusters was charged.

The Philadelphia District Attorney's Office convened a grand jury investigation in March last year. The results of that investigation led to Reguster's indictment in late April. The full findings from the investigation, which may shed some light on the reasoning behind the single arrest, have yet to be released to the public.

Attorney Tom Kline says he and the victim's family remain hopeful that all of the people involved in the crime will eventually be arrested and charged for their involvement in the crimes.

"We’re hopeful that the DA's office will continue to vigilantly hunt down the remaining individuals involved. We have heard Ms. Regusters’ own lawyer, Mr. Harrison, state that there were additional individuals involved and we also believe that there were other individuals involved," Kline said.

"There are some answered and many unanswered questions that remain in this terrible tragedy but there is the pressure of an upcoming criminal trial in the summer and we hope to uncover fully what happened here."

For Ismaa'eel, the single arrest is an eerie reminder that, if others were involved in the crime, they are still out there. Still, she said she remains hopeful that the full truth of what happened will eventually be revealed.

"I don’t know why she’s the only one who got arrested. If Regusters was only a pawn, then that means that you have a monster out there that can still strike again; that means none of our children are safe," she said.

"Eventually the facts come out. At this point we’re just being patient and I anticipate she will talk at some point. I know she has a story to tell."

Reguster's civil trial is currently scheduled for August 18.

Highway Reopened After Icy Crash

Icy conditions likely caused a pileup along one of the area’s busiest highways this morning that left the road closed for more than three hours and sent at least two people to the hospital.

State Police closed the Blue Route (Interstate 476) northbound from Exit 5 (U.S. Route 1 - Lima/Springfield) to Exit 9 (Route 3 - Broomall/Upper Darby). Police said there were reports of icy conditions on the roadway shortly after 5 a.m. when the crash happened.

The crash was one of many reported around the area as motorists dealt with black ice this morning.

On the Blue Route, a box truck overturned and appeared to fall onto a car that was turned around in the wrong direction. Two other cars, including what appeared, to be a state trooper cruiser were also involved in the main wreck.

Police didn't immediately reveal the extent of injuries but it did appear at least one person was pinned in a car. It took rescuers more than one hour to free that person and rush him or her into a waiting ambulance.

Police later confirmed a state trooper was also treated and released for minor injuries.

The backup went all the way to the Media Bypass (Route 1). Police diverted traffic onto Route 1 so that motorists could avoid the crash.

"You can see the traffic is backed up for miles," said SkyForce10 photographer Dan Kent.

Hours later the road remained closed but some of the stuck motorists were able to squeeze by the scene. Finally around 8:15 a.m. the roadway was reopened.

The early morning darkness made it hard to see icy spots on area roadways as temps hovered at or below freezing before daybreak, according to NBC10 First Alert Weather meteorologist Bill Henley.

PennDOT spokesman Gene Blaum said there were reports of some icy spots on area roads but that PennDOT only received a request for a salt truck after the cars crashed. That truck eventually rolled through around 6:30 a.m.

NBC10's Monique Braxton reported that many area roads and sidewalks were icy.

There were reports of crashes on other area roadways. Over in New Jersey the state police tweeted that there were 121 crashes and 136 motorist aids on state roads Thursday morning. It wasn't clear how many of those crashes were due to ice.

This crash comes less than one week after a massive ice-related pileup along the Pennsylvania Turnpike that involved up to 100 cars. PennDOT also closed a stretch of I-80 in Central Pennsylvania on Tuesday following crashes caused by possible freezing rain.

$1M for Local Parks & Rec. Workers

Parks and Recreation workers in the Lehigh Valley are $1 million richer after matching the right combination of Powerball numbers during Wednesday night's big drawing.

Pennsylvania Lottery officials tell NBC10.com 10 employees of Bethlehem's Department of Parks, Recreation and Public Property purchased the winning ticket with the hopes of scoring the $425 million jackpot.

The group matched all five of the drawing's white balls -- 1-17-35-49-54. But missed out on the red, No. 34, Powerball -- earning only a fraction of the grand prize.

Divided ten ways, and less 30 percent in taxes, each winner will clear $70,000.

As for the jackpot, one person was sold a winning ticket that matched all six numbers in Milpitas, Calif., near San Jose. That person has yet to come forward.
