1 Hurt in Shooting, Crash in Middletown, Delaware

At least one person was injured following an accident and shooting in Middletown, Delaware.

Officials say shots were fired and a vehicle was involved in a crash on Route 299 near Dove Run Boulevard. At least one person was taken to the hospital. Officials have not yet revealed what led to the shooting or crash.

Montco Expands Hours With Deluge of Absentee Ballots

With some 10,000 absentee ballot applications still expected in Montgomery County, officials announced expanded hours at its Voter Services offices.

More than 20,000 applications for absentee ballots in next month's presidential election have already been received by Montgomery County, which has expected about 30,000 before the Nov. 1 deadline to apply. In 2012, the county received 25,462 applications, of which 20,970 were used.

"To meet this unprecedented demand, the office of Voter Services will be expanding hours for walk-in hours," the county said in a statement.

The expanded hours are:

- 9 a.m. to 12 p.m., Saturday

- 8:30 a.m. to 8 p.m., Monday

- 8:30 a.m. to 5 p.m., Tuesday (which is the deadline for absentee ballot applications)

County Commissioner Val Arkoosh said Oct. 20 that the Voter Services Department is working full-steam to make sure every application is processed in a time frame that gives those voters who meet the criteria to vote via absentee ballot can do so before the submission deadline of Nov. 4.

The backlog of applications from the sheer volume -- and a hold up in finalizing the official ballot because of a state referendum's wording on judges' ages -- has caused some delay in approvals from the county, but Arkoosh said officials expected no voters who provided reasonable excuses for applying would have a problem receiving their ballot.

Under state law, applicants for absentee ballots have to have a reasonable excuse for not being able to make it to the polling place where they are registered to vote on Election Day, Nov. 8.

To submit an application for an absentee ballot, a voter can go to the county Board of Elections and fill out a form in person or mail an application to the county.

NJ Artist Killed in South Florida After Scaffolding Collapse

Family members have identified an artist who was killed Monday when the scaffolding he was on collapsed at a Hollywood building while he was assisting with a mural painting.

Raymond Brown was originally from New Jersey and had worked at Perez Art Museum in Miami since it opened in 2013, family members and PAMM officials said Tuesday.

"Hard to speak right now. Our son was our entire life. He loved his work. He loved his adopted home in South Florida and he loved his many friends within Miami's art community. We are devastated," his family said in a statement.

Brown was assisting a mural artist at the Hyde Resorts and Residence off Ocean Drive in Hollywood when the scaffolding they were on collapsed 40 feet from the side of the building.

Brown and another victim were rushed to Memorial Regional Hospital where he later died. The third victim was held in place by a safety harness and survived with minor injuries.

Police on Tuesday identified the other two victims as 36-year-old Douglas Hoekzema of Boca Raton and 36-year-old Jonathan Olsen of Miami.

"Our PAMMily is heartbroken to hear of the passing of Raymond Brown. Ray was a beloved core member of our art handling prep team. He was a talented artist and musician with a great attitude. Hardworking and dependable, Ray began working with PAMM in 2013 to help open our building. Our thoughts are with his family and friends at this difficult time," PAMM Director Franklin Sirmans said in a statement.

Investigators from Hollywood Police, Fire Inspectors and OSHA are working to determine what caused the collapse.

Benefit for Fallen Police Officer

Philadelphia's finest came together for one of their fallen brothers. A benefit for Officer Douglas Bamberger was held Tuesday night in Northeast Philadelphia. Officer Bamberger died earlier this month from a heart attack while at the criminal justice center. Proceeds from the event will go to his wife and two children.

Person Killed in Birmingham Township House Fire

A person is dead after an fire tore through a home in a Chester County neighborhood, county officials said.

Flames were first spotted in the home along the 1300 block of Birmingham Road in Birmingham Township around 11:30 p.m. Tuesday.

A lack of fire hydrants in the neighborhood forced firefighters to set up portable pools from which to pump water to knock back the blaze.

Firefighters conducted a search of the home and found a person unresponsive inside. They were declared dead at the scene, county officials said.

It's not clear whether anyone else was in the home as the fire broke out.

The Chester County Coroner and Fire Marshal are both at the scene investigating.

Tim Kaine Stumps for Hillary Clinton at Local Colleges

With 13 days to election day, Democratic vice presidential candidate Tim Kaine will make a case for himself and presidential running mate Hillary Clinton at two local Pennsylvania colleges Wednesday.

Kaine, a Virginia senator, will deliver speeches at Bucks County Community College in Newtown and Muhlenberg College in Allentown.

He will be joined by Senator Bob Cardin of Maryland who is a ranking member of the Senate Foreign Relations Committee.

A recent Franklin & Marshall College poll showed Clinton holding a nine point lead over Republican presidential candidate Donald Trump in Pennsylvania.

Missing Beyoncé Backup Dancer Found Safe: NJ Police

Police in New Jersey say they've found the 32-year-old backup dancer from New Jersey who vanished near the Port Authority Bus Terminal over the weekend after making a cryptic comment to friends.

North Bergen Police said in an Instagram post Tuesday evening that Shirlene Quigley has been found safe with the help of NYPD. She was at an undisclosed medical facility, and her father was en route from Los Angeles to reunite with her, police said. 

Rihanna and Missy Elliot had posted emotional pleas on Instagram for information on the whereabouts of Quigley, who has also performed with Beyonce.

Calling Quigley a "beautiful soul," Rihanna wrote, "My heart aches thinking of how heavy this is on all who love her!" The Instagram post included a video of the missing woman contemplating peace and love.

"Those who have met her know her spirit is always bubbly and kind & uplifting energy! Sending countless prayers," wrote Missy Elliot.

Quigley, who lives alone in North Bergen and teaches dance at Peridance Capezio Center and Broadway Dance Center in Manhattan, according to her Facebook page, was last seen getting on a bus at Port Authority around 1 a.m. Sunday, her father said.

Her father, who lives in California, said Quigley normally calls him every day around 6 p.m., and he became concerned when he hadn't heard from her.

"I just want her to come home, or if someone has her to let her be," the father said. "She's everything to me. She's why I live."

Police say Quigley's phone was found at a bridal store in Chelsea; her father says she could've been there to pick up something for a show.

Quigley's father said his daughter made a strange comment to her friend recently along the lines of "Get ready, it's about to happen and I'm going to need you to sub for me."

Quigley attended Liberty Church in Brooklyn; her father says that she is very religious, and that lately she has seemed "euphoric."

Her landlord saw her leave her New Jersey home Saturday afternoon and later called a friend to say Quigley did not seem well, the friend said.

According to her personal website, Quigley's dance career launched when she was 18 and earned a role as one of the "uhh ohh girls" on Beyoncé's "Crazy in Love" music video. She has performed on an array of awards shows, including the VMA's, Grammy's and ESPY Awards.

Quigley created the first high heel dance class at a studio in her hometown of Los Angeles and later brought the workshop to New York City. She has also taught at dance studios around the world, her website says.

Thieves Drive Through Boyd's Window to Steal $45K in Clothes

A group of burglars used two cars to carry out a $45,000 theft at the high-end Boyd's clothing store in Center City, newly released surveillance video shows.

Using a red 2016 Toyota Rav4 SUV, the crew backed over the curb and rammed the vehicle through the large display window of the Chestnut Street store at 4:41 a.m. Tuesday.

The suspects, as many as seven, then kicked in the shatter-resistant glass to make an opening wide enough to get to the store. Once inside, they grabbed designer clothes and accessories totaling more than $45,000, police said.

A passerby tried to get in on the theft, but had the items he took snatched away by the burglars, a source tells NBC10.

Some of the men jumped into a silver 2012 Mercedes Benz S350 parked across the street with their spoils. The men, all wearing gray hoodies, then fled the area.

The entire theft took place over the course of about three minutes.

Detectives said the SUV suffered significant rear-end damage in the ramming and are hoping someone may spot it.

Philly DA's Ex-Girlfriend Gets Probation in Tire Slashings

The ex-girlfriend of Philadelphia District Attorney Seth Williams received one year of probation and a fine and is required to take an anger management class for slashing the tires of two cars outside Williams' home last year.

Stacey Cummings previously agreed to enter into the Accelerated Rehabilitative Disposition (ARD) program of the Philadelphia Municipal Court.

The terms of the program, announced at a hearing Thursday, are probation, $845 in fines and an anger management class. She already repaid the cost of the damage to the slashed tires on the two cars, which were city-owned.

Both Cummings and her attorney, Greg Pagano, declined to comment after the hearing in front of Judge Sharon Williams-Losier.

An assistant district attorney from Delaware County prosecuted the case.

Cummings was charged in August for the slashings, which occurred last November.

Person Dies in Lansdowne Apartment Fire: Officials

One person is dead after fire ripped through the kitchen of a Lansdowne apartment Wednesday afternoon, officials said.

Fire crews were called to the Stratford Court Apartments on North Lansdowne Avenue just after 2 p.m.

Crews found the victim inside the apartment.

Officials said the fire was contained to the kitchen of a third floor apartment.

There was no word on the identity of the victim or cause of the fire.

Villanova Student Charged with 'Upskirting'

A Villanova student was charged with child pornography and invasion of privacy for allegedly spending the last two years secretly recording women with cell phone cameras inside public bathrooms, according to the Delaware County District Attorney's office.

Vincent Kane, 19, of Broomall, was a part-time student at Villanova. He graduated from Cardinal O'Hara High School last year.

The investigation into Kane began Sept. 26 when police found a cell phone camera recording inside a bathroom at Villanova.

Eventually, police executed a search warrant at Kane's house and allegedly found a hard drive with 51,000 images and videos described as "up-skirting."

Much of the pornographic material was created at Villanova, an area high school and the CVS where Kane worked, the district attorney's office said in a release. The high school and the location of the CVS were not identified.

Some of the videos also depicted infants being sexually assaulted.

Kane surrendered to police Wednesday and was arraigned on $50,000 bail. He posted 10 percent bond and was released. His preliminary hearing is Nov. 3.

Sushi Sales at Lower Merion Schools Become Divisive

The sloppy joe in school cafeterias is going the same way of newspapers, cigarettes and coal mining.

At least in the Lower Merion school district.

Sushi was a top seller in student cafeterias last year, with the Japanese cuisine turning a profit of $26,000 for the district.

But the fact that sushi even finds its way onto school menus every Thursday has opened a raw wound for the attorney who successfully sued the district over tax increases this summer.

"When I went to Northeast High (School in Philadelphia) back in the day, we got beans and franks," said Arthur Wolk, whose lawsuit led a Common Pleas judge to rule that Lower Merion schools must revoke their 2016-2017 tax increase. "These school officials need to wake up."

The district has appealed to Pennsylvania's Commonwealth Court to reinstate its 4.4-percent tax increase. The court will hear arguments Dec. 12 in Harrisburg.

A spokesman for Lower Merion schools defended sushi as not "this spectacularly unique item," and he described it as a healthy option that some other area school districts also offer.

"We don't offer spoonfuls of slop on plastic trays. If we did that, our food services department would go out of business," spokesman Doug Young said. "Nationally, there has been a big shift. It's more about healthy options than ever before."

He said the students are a big part of the push toward healthier lunches.

"In the past, chicken nuggets were real popular, hotdogs too. But kids are becoming much savvier about eating healthier," Young said. 

"The kids line up for it," he added. The district last year spent $48,000 on sushi from a Lansdale restaurant and had sales of $74,000.

Wolk and his supporters, who argue that the district has increased taxes annually while also building up millions in cash reserves during the past decade, said it's less about revenue from sushi and more about the message it sends.

"In Lower Merion public schools, a student can buy nine pieces of sushi for $6.50," Wolk said. "The Lower Merion School District is providing a lesson in inequality when, only 3.5 miles away, 84 percent of students at Overbrook High School in Philadelphia qualify for a free or reduced-price lunch. Rather than setting an example of thrift and discretion for the children of affluence, Superintendent (Robert) Copeland flaunts the fact that Pennsylvania public schools are separate and unequal."

A Common Pleas judge ruled in late August that Lower Merion improperly raised taxes above a state-mandated cap of 2.4 percent by using exemptions from the Pennsylvania Department of Education for special education and pensions.

Wolk successfully argued that the district has more than $46 million in cash reserves, with much of that money in accounts for special education, pensions and capital improvements. About $10 million is in uncommitted surplus accounts, according to its 2016-2017 final budget adopted in June.

A growing number of Pennsylvania school districts are applying for and receiving approval from the state Department of Education for exemptions to the caps on annual property tax increases, according to an NBC10.com analysis of DOE records.

“All you have to do is complete the form. That’s it,” Springfield Township budget chief Ken King told NBC10.com. “We don’t use exemptions. We don’t like to use them. But you start the budget process in October with very little known. There are a lot of things outside our control. Just to be safe, we file for exemptions.”

NBC10 Investigators also found that some school districts have chronically overestimated their annual expenses, creating surplus funds from taxes raised each year.

The Lower Merion School District has increased taxes for property owners by more than 50 percent since 2006, according to court filings.
