UberX & Lyft Can Still Operate in Philly: Judge Issues Stay

The ban on UberX and Lyft in Philadelphia has been temporarily reversed thanks to a newly issued ruling by a Commonwealth Court judge.

But that won't stop the Philadelphia Parking Authority from ticketing drivers and impounding their cars.

They're the latest developments in the ongoing saga over whether the 21st century transportation services will be permitted to operate in the city.

Commonwealth Court Judge Robert Simpson issued a preliminary injunction against the PPA on behalf of Uber late Friday afternoon. In the court order, Simpson ruled the PPA's ban is causing irreparable harm to the ridesharing company.

Lyft was not part of Uber's court filing, but a spokesperson tells NBC10 they'll continue to operate as if the stay also applies to them.

For more than a year, UberX and Lyft have been flipping between legally and illegally operating as the PPA, lawmakers and taxi drivers argue over regulations and whether the services should be allowed to exist.

UberX and Lyft were granted the right to temporarily operate in Philadelphia over the summer to alleviate surges in demand during the Democratic National Convention and SEPTA's regional rail troubles. That agreement ended on September 30.

The app-driven ridesharing services hire everyday people, who use their personal cars, to transport passengers to a destination. Taxi drivers say it's unfair that they pay the PPA high fees for licenses and carry large insurance policies, while UberX and Lyft drivers don't.

The state legislature is expected to take up a measure this month that would permanently allow the services to operate.

Without a permanent agreement, the PPA said earlier this week it planned to return to enforcing the ban -- meaning drivers could get slapped with a $1,000 fine and have their car impounded. They also risk arrest.

UberX or Lyft users will not face legal action or fines, PPA general counsel Dennis Weldon told NBC10.

Following news of the judge's temporary stay, a spokesman for the parking authority said Friday night the decision won't deter the agency from enforcing the ban.

"The Authority is permitted to continue with normal enforcement activities and will do so," PPA spokesman Martin O'Rourke said.

Weldon said the PPA wouldn't take action against drivers while they're transporting passengers.

The fight hasn't Uber's signature service, Uber Black, which is similar to a limosouine service.

UberX and Lyft have carried out more than one million rides in Philadelphia since launching.

Gunman Shoots, Kills Man Sitting in Car in Bridgeton

A man died from his injuries after he was shot while sitting inside his car in Bridgeton, New Jersey Friday evening.

Davonte Lee, 21, was sitting inside a vehicle at 25 Reeves Road in Bridgeton City around 6:15 p.m. Friday when an unidentified gunman opened fire. Lee, who was struck at least once in the shooting, was first taken to his sister’s home at Tips Trailer Park where New Jersey State Police and medical personnel responded. He was then taken to Inspira Hospital-Vineland where he was pronounced dead.

No arrests have been made and police have not released information on any suspects. They continue to investigate.

Teen Stabs Girl During Fight Near Gas Station: Police

A teen girl is recovering after she was stabbed near a gas station in Cape May Court House, New Jersey.

Police say the 14-year-old girl from Woodbine was involved in a fight with a 13-year-old girl from Wildwood near the Riggins Gas Station on 401 S. Main Street in Cape May Court House Friday. During the fight, the 13-year-old girl took out a knife and stabbed the 14-year-old girl, according to police.

The 14-year-old girl was later found in the bathroom at Middle Township High School’s Memorial Field during the school’s homecoming football game. She was taken to the Cape Regional Medical Center for treatment. Police say the 13-year-old girl was found inside her home in Wildwood shortly after.

Police have not yet revealed the specific charges the 13-year-old girl faces. They continue to investigate.

Man Dies After Falling Down Trash Pit in Lower Merion

A man died from his injuries after he fell 45-feet down a trash pit in Lower Merion Township Saturday afternoon.

The Lower Merion Refuse Department was accepting household trash and recycling as part of a Fall Clean-Up Event at the township's Koegel Public Works Complex at 1300 N. Woodbine Avenue. A 68-year-old Lower Merion resident was unloading rubbish from a U-Haul truck at the complex at 12:54 p.m. when he fell 45-feet into the trash pit.

Three fire companies, including Penn Wynne and Norristown, responded to the scene. The firefighters called in high angle rescue teams who repelled down the pit with ropes, attached them to the victim and lifted him out. In all, the rescue took one hour and 20 minutes, according to officials.

The man was taken to the Lankenau Medical Center where he later died from his injuries at 2:30 p.m. Officials have not yet revealed the man's identity.

The Fall Clean-up Event was cancelled for the rest of the day after the accident. It will reopen Sunday at 8 a.m.

Voter Registration Deadlines Near in Del., N.J., Pa.

If you need to register to vote or change your place of residence for the purpose of voting in the presidential election next month, don't wait any longer -- deadlines are near in Pennsylvania, New Jersey and Delaware.

This year's divisive contest for the country's highest elected office has led to thousands of new applications for voter registration. In Pennsylvania, 369,000 new applications have been received by the Department of State through Monday, Oct. 3, according to state figures.

Another 235,000 applications from voters seeking changes to their current registration have come in from Pennsylvania residents, the figures show.

Here are the deadline for all three states:

- Pennsylvania: Oct. 11

- Delaware: Oct. 15

- New Jersey: Oct. 18

All three states now offer ways to register or change registration online.

Here are the links for each state: Pennsylvania, New Jersey and Delaware. For all three states, new registrations and changes to existing registrations must be submitted through the county of your residence.

Make sure to check the deadlines. Some counties now offer day-of registration through midnight if done online. The deadline for submitting documents by mail or by hand may be cut off at 5 p.m.

'SNL' Spoofs Donald Trump's Hot Mic Problem

It may have been a very bad week for Donald Trump, but for "Saturday Night Live" it was a bottomless buffet's worth of material to draw from.

The late-night series' cold open began with the an encore of the vice presidential debate between Virginia Sen. Tim Kaine and Indiana Gov. Mike Pence. In the segment, cast member Beck Bennett's Pence vehemently denies that Trump has made derogatory comments about women.

"Donald Trump loves women. He respects women. He's never said a single bad thing about women and I dare you to show me a single shred of evidence that proves otherwise," Bennett said before the debate is interrupted with a special CNN breaking news report detailing the leaked audio of Trump's conversation with former "Access Hollywood" anchor Billy Bush in 2005. 

Alec Baldwin returned to studio 8H to portray the GOP presidential nominee, following his debut impression of the brash businessman on the show last week.

"Are you not entertained?" Baldwin's Trump asked CNN's Brooke Baldwin, played by Cecily Strong — a reference to Trump's defense of some of his other comments about women being done in the name of entertainment.

And while Strong's Baldwin fumbled for the words to describe the comments captured in the tape, Trump had no problem saying it directly into his microphone, stunning the CNN anchor.

"Now I would like to take this time to formally 'applegize,'" Trump began in the same backdrop that his videotaped apology was recorded from.

"Are you trying to say 'apologize?'" Strong interrupted. 

"No, I would never do that. What I am doing is 'applegizing' to all the people who were offended by my statements," Trump explained. "But more importantly, to the people who were turned on by them. I hear it's really 50-50."

Strong gives Baldwin's Trump a chance to make one last impassioned plea to women voters.

"Listen, women, if you give me a chance, I promise I can do a whole lot more than just grab it. I can also bop it, twist it, pull it."

CNN goes live to Hillary Clinton's campaign headquarters where the Democratic nominee is doing her "debate prep."

"I'm sorry, Brooke. I'm sorry, didn't see you, we were so busy preparing for the debate tomorrow," said castmember Kate McKinnon's Clinton as "Celebration" by Kool and the Gang played in the background. "I'm really excited for this one."

Host Lin-Manuel Miranda delivered a musical monologue parody of the "Hamilton" hit "My Shot." Mirando joked that "Hamilton" is about two ruthless New York politicians fighting tooth-and-nail for control of the country: “You know… escapism.” 

Returning to politics, "SNL" showed us that there’s no rest for the weary when you’re Donald Trump’s campaign manager. McKinnon played an overworked Kellyanne Conway, who was forced on multiple occasions to put her day off on hold to go on CNN and try to defend Trump’s latest Twitter faux pas to anchor Jake Tapper, played by Bennett.

Whether it’s twisting a clearly-worded tweet about Hillary Clinton cheating on Bill into Trump saying that she was cheating the American people or Trump holding up a cup of his own semen at a campaign rally, Conway was always there put a spin on things.

A usually eager McKinnon's Conway finally snaps, calling Trump "crazy" and saying he's the "worst person I've ever ever known."

The real Kellyanne Conway, meanwhile, canceled her scheduled appearance on Fox News Sunday, the network announced on Twitter. The Trump campaign replaced Conway with former New York City Mayor Rudy Giuliani.

Weekend Update got a visit from two old friends: former anchors Tina Fey and Jimmy Fallon. The "SNL" alumni played Denise and Doreen, a pair of undecided female voters from Philadelphia.

Co-anchor Colin Jost asked the voters how they felt about their status as the “most sought-after voters in the country” and for their opinions on the candidates.

While Fallon's Doreen said he thought both Trump and his Democratic rival Hillary Clinton “are bad,” Fey's Denise couldn’t resist breaking character to mock the “Tonight Show” host’s playful interview when the GOP nominee was on the show.

“You love Trump,” Fey said to Fallon. “You’re always like, ‘Oh his hair’s real, ya know.’”

Musical guest Twenty-One Pilots rocked their Suicide Squad single "Heathens" followed by "Ride" off 2015's Blurryface.

Hit-and-Run Driver Strikes Man in Kensington

A man is recovering after he was struck in a hit-and-run crash in the Kensington section of the city Sunday night.

The unidentified man, who is in his 30s, was struck by a vehicle on E. Lehigh Avenue and B Street. The driver then fled the scene.

The victim was taken to Temple University Hospital where he is in stable condition.

The hit-and-run vehicle is described as an older model black Mercedes Benz with heavy front end damage. If you have any information on the driver’s whereabouts, please call Philadelphia Police.

Water Main Break Near Temple's Liacouras Center

Crews responded to a water main break near Temple University’s Liacouras Center Sunday.

An 8-inch water main broke on the 1400 block of W. Montgomery Avenue at Broad Street, creating a large crater in the road. 

Crews were able to shut the water off and service to nearby buildings was not affected.

Montgomery Avenue is currently closed between 15th and Broad streets. Officials say it will take a few days to finish repairs on the street due to the holiday Monday.
