'Contagious Shooting?' Officers Fired 109 Shots at Suspect

Philadelphia police officers fired 109 shots at a Cobbs Creek father who went on a stabbing spree in his neighborhood Wednesday night.

The sheer number of rounds that whizzed down a residential street concerns the department's top brass, Commissioner Richard Ross said Friday.

A number of bullets sprayed two homes at the intersection of Cobbs Creek Parkway and Webster Street. They also took down 32-year-old Christopher Sowell.

Police said Sowell snapped Wednesday evening, choked his daughter, stabbed his young son and a friend and then assaulted a woman and slit the throat of a elderly neighbor after barging into her home. All victims remain hospitalized, Ross said. The three stabbing victims remian in critical condition.

Nine officers opened fire on Sowell, whose daughter believed he was high on drugs, after he walked out of the neighbor's home and failed to listen to their commands, according to investigators. The medical examiner has not yet said how many times Sowell was hit.

The standard service weapon for Philadelphia officers is a Glock handgun. Depending on the caliber of bullet, the gun can fire up to 17 rounds before needing a new magazine.

Investigators said police thought Sowell was pulling a gun from his pocket when they opened fire. The initial dispatch information was that the children had been shot, not stabbed, Ross said.

"They had every reason to believe that he was armed with a gun because event he officers who broadcasted that they were headed to the hospital with the victims, they believed the children were shot," Ross said.

A weapon was not found on or around Sowell's body, but a cell phone was.

Danny Sowell, who said in a Facebook post that he is the victim's brother, admonished police for killing him and the media for describing the man in a negative light.

"My brother is not no killer, he not no menace...he a teddy bear. He'd do anything for you," Danny Sowell. "He just got on some bad s--t, man."

No one else on the block was injured by gunfire, but another resident being hurt by friendly fire is central to Ross' worry.

He theorized that officers could have fallen victim to "contagious shooting" -- where they followed each other in discharging their weapons.

"Other officers hear that gun fire and they believe they are under fire. And they return fire. And in this case firing multiple times," Ross said.

Ross said there may be a training issue that needs to be addressed.

The officers who opened fire have not yet spoken to Internal Affairs investigators about what transpired. The department carries out an investigation every time an officer uses their service weapon.

The department is currently undertaking reality-based training where officers are put in a number of real-world scenarios to see how they react. Ross said 1,000 officers have gone through the program and it specifically focuses on 'contagious shooting.'

"They have to maintain their ability to hold their gunfire while the officer next to them is firing simultaneously," Ross said.

A dual investigation into the stabbing and the police-involved shooting are ongoing.

Quarterback Carson Wentz, the prince of Philadelphia these days, returned home to North Dakota for part of the Eagles' bye week.

But as has been the case since he was drafted second overall in April's NFL Draft, he spent some of his time in Fargo in front of a camera, shooting a commercial.

Word spreads fast here, where Wentz led North Dakota State University to an unprecedented 5th straight FCS championship last year. He's a hometown hero. Fans and local news crews raced downtown to get a glimpse of the boy from Bismarck who has quickly become a household name in Philly.

The Eagles quarterback signed autographs in front of the iconic Fargo Theatre Friday morning while the production crew shut streets downtown and set up to film a commercial for RealTruck.com. Wentz signed on with the Jamestown, ND company, which specializes in after-market accessories for pickup trucks. RealTruck is "tricking out" the Wentz Wagon, Carson's new truck.[[395508291,C]]

"For us the partnership was obvious," said Jeff Vanlaningham, president of RealTruck.com. "We are really proud of Carson as a player and even more as a person. . .When we were done with the shoot, Wentz didn't drive off in a BMW, he rolled out in a truck."[[395508021,C]]

Wentz endeared himself once again to folks here during the commercial shoot when he tossed a football to a kid who'd come out hoping to get a glimpse of his idol.[[395508001,C]]

Wentz was already the talk not just in Fargo, but of all North Dakota, after tweeting a picture earlier in the week of the buck he caught bow hunting.[[395508181,C]]

Hundreds of Bison fans lined Broadway Street in downtown Fargo Friday night for the traditional homecoming parade. There'd been a lot of buzz in town about whether Wentz might show up. He didn't. His dad, Doug Wentz told NBC10's John Clark that Wentz is just really trying to relax with family and friends during his week off.[[395506191,C]]

Wentz is expected to be on the sidelines Saturday at the big game.

When a Philadelphia man opened his eyes early Saturday morning, he found himself at the end of a gun barrel.

The man holding the weapon had broken into the 23-year-old victim's rowhome along the 1500 block of W. Thompson Street to swipe electronics, police said.

The home invasion happened at 3 a.m. and the victim was home alone at the time, police said.

The victim told police that the gunman demanded he turn off the Find My iPhone tracking feature on his smartphone and notebook computer. He ran out of the home after hearing the man's roommate come home.

The 23-year-old roommate said the suspect pointed the handgun at him as he ran out the front door. A second suspect came down the stairs right after and did the same before running away, police said.

The robbers got away with the electronics and the victim's wallet.

No one was hurt.

Nearly two dozen wedding guests were hurt after a passenger tow trolley flipped onto its side along a busy coastal Delaware highway.

The vehicle was traveling southbound around 4:40 p.m. Saturday on Coastal Highway (Route 1) just south of Dewey Beach when the attached passenger trailer overturned, state police said.

The van, operated by Jolly Trolley, towing the trailer did not overturn.

Delaware State Police said 22 people were hurt in the crash. At least 12 people were taken to a nearby hospital for treatment.

Initial reports said the injuries appeared to be minor with most suffering bumps and bruises. The van driver was not hurt.

A man who answered the phone at Jolly Trolley said the company had no comment at this time when asked about the incident. The company operates charter services and a fixed shuttle service to Delaware beach towns, according to its website.

The cause of the crash remains unclear. However, high winds may have played a role. State police said the trolley began swaying shortly before it flipped. Wind gusts around 15 mph were recorded in the area.

The four lane highway was shut down in both directions for two hours because of the accident.
