Delegate Charged With Indecent Assault at DNC

A delegate is accused of indecently assaulting another delegate at a Center City hotel during the Democratic National Convention in July.

Walter Weeks, a Bernie Sanders delegate from Garnet Valley, Pennsylvania, turned himself in to the Philadelphia Police Department’s Special Victim’s Unit Wednesday around 4 p.m. He is charged with indecent assault.

Gwen Snyder, a 30-year-old Bernie Sanders delegate, told Philly.com that the incident occurred at the bar of the Doubletree Hotel on Broad and Locust streets back on July 27 around 3 a.m. Snyder said Weeks was intoxicated and asked her for a hug. Weeks told Philly.com she declined but then reluctantly placed her hands lightly on his shoulders after he persisted. She then accused Weeks of grabbing her in a bear hug and forcing his face into her cleavage.

“He was performing something like cunnilingus near my nipple,” Snyder told Philly.com.

Snyder reported the incident to Philadelphia Police but was told by detectives that the Philadelphia District Attorney's Office declined to pursue her case, according to City & State PA. Snyder later wrote an open letter to Vice President Joe Biden and Democratic Presidential nominee Hillary Clinton describing her experience.

In a statement released Wednesday, the Philadelphia District Attorney’s Office confirmed they initially declined to file charges in the case but then decided to charge Weeks after “further investigation by the DAO including a review of additional video and eyewitness testimony.”

Big Rig Spills Pennies All Over I-95 in Del., Closes Lanes

A big rig spilled its load of pennies onto Interstate 95 in New Castle County, Delaware before the Thursday morning rush. That crash and another snarled traffic throughout the morning.

The tractor-trailer flipped across three northbound lanes of I-95 near Interchange 5A (Route 141) shortly before 2 a.m., said Delaware State Police.

The truck driver was treated at the scene for minor injuries.

It could have been worse considering the wreck left the big rig in pieces. Unstamped pennies, aka blank planchets, were spread across the roadway.

Police closed all northbound lanes and diverted traffic onto U.S. Route 13 northbound toward Interstate 295 northbound, said DelDOT. With construction in the area it could be difficult to get around so you may just want to avoid I-95 entirely until after the scene, said NBC10 First Alert Traffic reporter Jessica Boyington.

Police suggested drivers find alternate routes as hazmat crews worked to clean the mess -- it took more than six hours to tow away the big rig. Two lanes of the roadway were expected to reopen around 9 a.m., said DelDOT.

Investigators didn't immediately reveal a cause for the crash but weather could have played a role. NBC10 First Alert Weather meteorologist Bill Henley pointed out that a string of storms moved past I-95 right around the time of the crash.

As crews continued to clear the northbound wreck, a tractor-trailer overturned in the southbound lanes around 10:45 a.m. near S Chapel Street -- about five miles south -- in Newark. The second crash left a van on its side as only one lane squeezed by.

Pa. Schools Dismiss Early Due to Heat, Humidity

A day after Trenton schools announced early dismissals due to heat, Reading schools made the same decision.

With temperatures expected in the 90s with high humidity Thursday, the Reading School District in Berks County, Pennsylvania announced that all schools would close early.

"Due to the record-setting excessive heat wave expected this afternoon and predicted heat index, ALL RSD students will be dismissed early on Thursday, Sept. 8," said a message on the school district website.

Schools will dismiss as follows:

  • Reading High School - 11:30 a.m.
  • All Elementary Schools - 11:40 a.m.
  • Reading Intermediate High School and All Middle Schools - 12:15 p.m.
  • AM-Pre-Kindergarten - Normal dismissal at 10:45 a.m.
  • There will be no PM-Pre-K and no PM Vo-Tech

School officials expected to announce Thursday night if they will dismiss students early again on Friday.

You Can Now Text 911 in NJ

People in New Jersey now have the option to text 911 in emergency situations.

The ability to text the well-known emergency hotline came into fruition this week following a collaboration between cellular providers, emergency dispatch units, state police, Rutgers University and the state’s Office of Information Technology (NJOIT). 

NJOIT head Dave Weinstein said everyone in the state now has another “ubiquitous communication channel for interacting with emergency services personnel.”

Texting 911 isn't available yet in New York State, although Gov. Cuomo and Mayor de Blasio have shown support for the idea. A plan to bring texting 911 to Connecticut is in the works. 

Officials in New Jersey say calling is still preferred to texting, hence the national slogan for the initiative: “Call when you can, text when you can’t.”

But there are a number of circumstances when it’s unsafe to speak, such as a mass shooting or domestic violence situation. There are also times when cell service may not be available but data service is.

Texting will also help people with hearing impairments or speech disorders.

“There are circumstances in which people witnessing suspicious activity, people in danger, or people desperately in need of medical help cannot talk – but are able to text,” state Attorney General Christopher Porrino said.

If users need to text 911, they should open their message app and type “911” in the “to” field. They should then type their location and a brief description of their problem in the message field before pressing “send,” officials said.

Sending photos and video is discouraged and 911 texts are only available in English.

Harcum College Offers Scholarships to ITT Tech Students

A suburban Philadelphia college is stepping up to help hundreds of students whose technical college abruptly shut down this week.

Harcum College, in Bryn Mawr, is offering scholarships of up to $5,000 per year to students forced out of school by ITT Tech's closure this week. ITT Tech has four campuses in the Philadelphia area. The school's shut down left students in debt and put their education in limbo.

"I'm disabled, so this was to help change my life so that I can get employment and come off disability," former ITT student Fatina Ali told NBC10's Keith Jones.

Harcum President Jon Jay DeTemple said the college offers several degree programs comparable to those ITT offered, making it a natural fit for displaced ITT students who want to finish their associate's degrees.

"Harcum would like to help these students continue their education here since several ITT campuses are within a comfortable commuting distance to either our Bryn Mawr Campus or our partnership sites," DeTemple said in a statement.

Harcum will also accept up to 30 transfer credits from ITT Tech, officials said.

Search Resumes for Woman Missing at Tyler State Park

Crews resumed their search in a Pennsylvania state park Thursday for a woman who went missing over the weekend.

Officials with Tyler State Park told NBC10 the woman, later identified by family members as Lindsey Marie Piccone, was reported missing around 8 p.m. Tuesday. Piccone, 21, did not have her cellphone with her at the time and was last seen Sunday, according to investigators.

Family members say Piccone’s car was found at Tyler State Park yet she still wasn't located after searches were conducted Tuesday night and Wednesday. 

The park, which is 1,711 acres and located in Newtown and Northampton townships in Bucks County, was closed to vehicular traffic. Officials asked people to stay away as 40 to 50 professional searchers -- including K-9 units and the Pennsylvania Wilderness Search and Rescue Team -- and some family members scoured the park. The search resumed around 7 a.m. Thursday.

Piccone, who stands around 5-feet, 3-inches tall and weighs about 120 pounds, was wearing a black tank top when she went missing Sunday, said Bensalem Police.

Montco Residents Reported Missing, Including Teen Since July

An Abington teenager has been missing since July and was last seen leaving her house with $300 in cash, township police said Wednesday.

Grace Parker, 15, of the Ardsley neighborhood, left her home on Tennis Avenue and hasn't been seen since, police said. She disappeared July 11.

One news report said police believe Parker may be in Philadelphia.

She is described by police as 5'4" and 185 pounds with brown/blonde hair. Anyone with information about her whereabouts is asked to call Abington police at (267)536-1100 and asked for Detective Cindy Pettinato or Detective Sgt. Robert Fink.

Parker is the second Abington resident in two days to be reported missing by township police. 

Vadim Tapcov, 27, of Melmar Road in the Huntingdon Valley section, left his home Wednesday night after taking a large amount of pills, his girlfriend told Abington police.

The number of pills he took could "have the potential to be incapacitating or fatal," a police release said. He was last seen wearing a gray shirt, khaki shorts, carrying a black bag and possibly without shoes. He is six feet tall with a medium build.

Heat Is on: Philly Schools to Close Early Friday

Just days after the school year has begun, the school day is already being cut short for Philadelphia public and parochial school students due to excessive heat.

With temperatures expected in the 90s with high humidity Friday, the Philadelphia School District announced that all schools would close at noon Friday.

The heat also will impact after-school activities.

"All after-school activities including all athletic programs and professional development classes scheduled for Friday are canceled as well," said the district in a news release. "All District early childhood centers will remain open as per their regular schedule. In addition, administrative offices will be open according to their regular schedule."

Philadelphia schools would dismiss as normal Thursday despite temps pushing into the high 90s.

The district urged parents and students to check the website and call 215-400-4636 for more details.

Philadelphia Catholic schools will also close early Friday, following the school district's lead.

Reading and Trenton schools also closed early this week due to the heat and humidity.

String of Break-Ins Put Cheltenham Neighbors on Edge

A string of nearly a dozen car break-ins in one night in a suburban Philadelphia township put neighbors on edge and prompted police to issue a warning to residents.

Cheltenham Police Lt. Dan Farley, who heads the patrol division, said that overnight on Monday, Labor Day, into Tuesday, police received 11 reports of people's cars being broken into around the eastern edge of the township, in the eastern part of Elkins Park and Rowland Park neighborhoods.

Farley said between Friday, Sept. 2 and this week, they've received about one or two break-in reports a night, except for the spike earlier this week.

"Be vigilant," Farley warned. "Don't hesitate to call 9-1-1."

Farley said that the vehicles broken into were generally left unlocked, and in many cases, had something valuable -- like a GPS or an iPod -- in plain sight. In some cases, the thief or thieves rifled through people's glove compartments. In many cases, they stole loose change in addition to any valuables left in the cars.

Farley said police increased patrols in the areas hardest hit by the break-ins, but that they haven't yet come up with any suspects. He asked that people keep an eye out in their neighborhoods for suspicious activity and report anything they see to the police right away.

"We're asking for help from the community," Farley said. He said the break-ins haven't been centered on any specific block and seem to be random throughout eastern Elkins Park and Rowland Park.

Residents of Cheltenham have taken to the "Unofficial Cheltenham Township, PA" Facebook page to express concern over the break-ins, and the police department also posted a message on its Facebook page advising people to lock up their cars and avoid leaving valuables in them.

A neighbor from Rowland Park who asked to remain anonymous described the break-ins in the neighborhood as "out of control lately." The neighbor said both homes and cars have been hit.

Farley said the uptick in break-ins is unusual for the neighborhoods.

"There's always a certain amount of property crime, to have one or two in the overnight hours is really not that unusual," he said. "But to have 11 is, for sure."
