Arrest in Shooting That Killed Man and Injured Girl

Police arrested a man accused of opening fire on a South Jersey block over the weekend, killing a man and injuring a 5-year-old girl.

Samuel James, 26, of Burlington Township was arrested in Barrington, Camden County Monday after being charged in the murder of 24-year-old Byron Turner.

Authorities say James opened fire on the 100 block of East Federal Street in Burlington City just before 7 p.m. Saturday, killing Turner with a gunshot to the head. A 5-year-old girl who was on the block at the time also suffered injuries while fleeing the gunfire, police said, although they said she was not shot as initially thought.

A warrant was issued for James' arrest. He was apprehended at the home of an acquaintance in Barrington, New Jersey Monday by members of the Burlington County Sheriff's Department Warrant Unit, officials said. His bail was set at $1 million and he will be lodged in the Burlington County Jail. He will appear in Superior Court Tuesday in Burlington County.

'She Deserved Better': Air Force Vet Dies in DUI Hit-Run

Elaine Heyl stopped by an outreach center in Philadelphia's Kensington neighborhood on Friday and gave photos and her family's address in the South to one of the staffers there.

"She gave me two pictures ... and she gave me her family's address in South Carolina and said, 'If I were to die at any point, this is where you send my information,'" Elvis Rosado, of Prevention Point Philadelphia recalled Monday.

Rosado never imagined he'd have to mail the package so soon.

Hours later, early Saturday morning, as Heyl sat in her wheelchair at Mascher Street and Lehigh Avenue -- the corner where the woman, a homeless Iraq War veteran, was a permanent fixture for years -- a man police say was driving drunk down Lehigh Avenue crashed into her.

Heyl, known as Lanie to most, died a short time later at the hospital. She was 37.

Rosado said he knew Heyl, an Air Force veteran who he said served in Iraq, from working at Prevention Point on Kensington Avenue, a center that provides a health clinic and other outreach services to people facing homelessness and addiction. He said she battled post-traumatic stress disorder and was never able to get the help she needed.

"She was trying really hard to get help, but unfortunately, the system is kind of slow, so she started to self-medicate," Rosado said. "Unfortunately, self-medication turned to addiction."

Heyl, whose mother lives in South Carolina and said she was too shocked at her daughter's tragic death to share more about her on Monday, was well-loved in Kensington, where everyone seemed to know her. She often sat in her wheelchair in the wide median on Lehigh Avenue at Mascher Street, set between a brick building on the south side and a playground on the north side, all hours of the day and night.

"I told her, 'Why do you [stay] here?'" said Angie Gonzalez, a neighbor who lives at the corner and would often talk with Heyl and bring her food. "She said, 'I feel safe here. I went to other places and I got robbed and raped.'"

Heyl was confined to a wheelchair because she lost her leg to frostbite a few years ago, Rosado said, when she fell asleep outside in the cold.

At the corner Heyl called home now, the only trace left of her is a memorial that grew since her death early Saturday. The makeshift shrine bears a drawing in black ink of a woman in a wheelchair. An American flag fastened to the wall of the building above it blew in the breeze Monday as people who knew her continued to stop by the memorial, and a cornucopia of flowers, candles, balloons and teddy bears decorated the sidewalk below it.

Gonzalez, 32, wiped tears from her eyes as she stood by the memorial on the southwest corner of Mascher and Lehigh Monday afternoon.

"I love her so much," Gonzalez wept.

Heyl, too, made an impression on Kathy Given, who does homeless outreach in the neighborhood.

"She's a very kind soul," Given said. "She really is a wonderful person and really deserves to be recognized for who she really was."

The man police say struck Heyl, identified as 29-year-old Andrew Acito, of Glenolden, Delaware County, left her to die, authorities said, continuing down Lehigh Avenue in his Ford F-250 pickup truck as if he'd just run over a piece of scrap on the road. He then struck a second person, an 18-year-old woman, and sped through a red light at B and Lehigh before police stopped him.

Police arrested Acito at the scene. He's charged with DUI, homicide by vehicle, manslaughter and related offenses. Police said the second pedestrian he struck suffered minor injuries and is expected to recover.

Rosado said that when she was alive, Heyl tried hard to get help. She would often stop by Prevention Point, where she had her mail delivered after she became homeless, to visit staffers and get whatever she needed. He said on Friday he gave her $5 and a gift card to get something to eat after she stopped by to drop off the photos and her family's address.

Heyl struggled. She wanted to be better, but she couldn't get housing through the Department of Veterans Affairs because of her addiction, Rosado said.

"It's a catch-22 with the system because, you figure, she was offered help through the VA recently, in the last two years, but they said to her a lot of times, 'If you stop using and get yourself in order, we can help,'" he said. "But the problem was she was using because she couldn't get help. The PTSD has to be addressed in order to stop using, and she can't stop using because she needs the help. So that kept her out there. They couldn't help."

Rosado said as far as he knew, Heyl had been battling addiction for four or five years. He said she used to use whatever money she had to rent a place to stay, but as her condition worsened, she wasn't able to rent and began staying outside, at Mascher and Lehigh.

"She was amazing. She had an amazing heart, she was an amazing woman," Rosado said. "She deserved better."

Lane Closures in Effect This Week on I-95 North in Philly

Overnight lane closures are set to take place on I-95 North in Philadelphia this week for expansion joint repairs.

From Tuesday, Aug. 23 through Thursday, Aug. 25, from 9 p.m. to 5 a.m. the following morning, I-95 north will be reduced from three lanes to one between the Girard Avenue and Allegheny Avenue interchanges. During the closures, crews will repair an expansion joint on the northbound viaduct over Lehigh Avenue which will allow sections of concrete pavement to expand or contract during extreme heat or cold.

Drivers are advised to avoid I-95 North through the work zone during the overnight construction or allow extra time when traveling in the area.

Man Faces Sex Assault, Child Porn Charges

A Delaware County man was arrested for allegedly sexually assaulting a child and possessing child pornography.

Matthew Maffei, 41, of Aston Township, Pennsylvania is charged with rape, unlawful sexual contact, and child pornography.

On August 1, police in Middletown, Delaware received a complaint of a possible sexual assault of a 7-year-old child which led to Maffei’s arrest, according to officials. The Delaware County Criminal Investigation Division and Aston Police conducted a search warrant inside Maffei’s home on August 12. During the search, they discovered hundreds of child porn images, according to officials.

Prosecutors told Philly.com some of the photos were of the girl Maffei allegedly sexually assaulted.

Maffei was committed to Delaware County Prison after he failed to post a $250,000 cash bond. He’s awaiting extradition to Delaware for charges obtained by Middletown Police.

Husband Stabs, Kills Wife Then Turns Knife on Self: Source

A husband allegedly killed his estranged wife then stabbed himself in an apparent murder-suicide attempts inside a South Jersey high-rise overnight.

The incident played out inside an apartment in building C at the Heights of Collingswood along White Horse Pike (U.S. Route 30) and Collings Avenue in Collingswood, New Jersey, said a law enforcement source with knowledge of the investigation.

Police arrived to find a woman in her 30s dead from multiple stab wounds, said the source.

Her husband was also suffering multiple stab wounds and was taken to Cooper University Hospital where his condition was unknown, said the source.

Neighbors overheard the couple, which recently separated, arguing prior to the stabbing, said the source.

6 Deadly Shootings in Just 72 Hours

A man died and a woman was injured following a shooting in Newark, police said. The man is the sixth person to be fatally shot in the city in just over 72 hours. 

The 25-year-old man and 23-year-old woman were on the porch of 196 Seymour Ave. when they were shot just after midnight on Tuesday. A neighbor said he heard nine or 10 gunshots go off around that time. 

The man walked into the house, collapsed and died, the neighbor said. He was pronounced dead at the scene by paramedics. The woman, who is pregnant, suffered a non-life-threatening injury, possibly to her foot, and was taken to a hospital.

The shooter was still on the loose Tuesday morning. No motive for the shooting has been determined and there was no word of a suspect in the case. 

Newark police and the Essex County Prosecutor's Officer were at the scene investigating Tuesday morning. They left just before 5 a.m.

On Saturday, Mayor Ras Baraka had asked the citizens of Newark to observe 24 hours of nonviolence, but violence flared nevertheless. 

Six people were shot and killed in Newark in a little over 72 hours — a time spanning Friday night to early Tuesday morning. In addition to the 25-year-old man shot Tuesday, three people were killed Friday night, one person Saturday night and one person Sunday night. 

"It's sad when you can say this has become a part of just everyday living," a neighbor said. "People just getting shot or killed." 

Mom, Kids Leap From NJ Fire

Four people, including two young girls and an infant boy, jumped from a second-floor window into the arms of a police officer when the family panicked over flames engulfing their home in Sayreville, New Jersey Monday, officials say. 

Twelve-year-old Jailyn Holloway, her cousin and the cousin's three children were trapped in the bathroom of a second-floor apartment at 11 Jacobsen St. as the fire raged Monday afternoon.

"I thought I was gonna die. I was just worried about the babies," Holloway told NBC 4 New York. 

Knowing they couldn't battle the suffocating smoke, Holloway made a decision.

"My aunt told me not to open the window but I opened the window and jumped," she said, referring to her cousin. 

The girl landed 15 feet  below and found a police officer at the corner. But before he could get a ladder, the flames had taken over the house, with the mother and three kids still on the second floor. 

Sayreville police patrolman Brian Gay, among the first to respond to the fire at 11 Jacobsen St., spotted the family near the window. 

"I'm trying to explain to the little girl in the window that a ladder's on the way, don't jump," Gay said. "I looked at the people getting the ladder, then looked up in the air -- she was already jumping." 

Gay could only focus on catching the 8-year-old girl.

"As she was on her way down, I caught her," he said. "She hit the ground a little, but not too hard." 

The children's mother, desperate to save them, then threw the one-month-old baby boy and the 2-year-old girl out the window next. She then jumped into Gay's arms herself.

They all landed safely and weren't seriously hurt. They were taken to Robert Wood Johnson University Hospital in New Brunswick for evaluation. 

Gay, 13-year veteran with the Sayreville Police Department, told NJ Advance Media it was one of the most daring acts he's performed as an officer. 

"I'm a little shaken up, but I'll be all right," he said. "I'm glad to see that they're OK." 

Sayreville Police Captain Glenn Skarzynski said the efforts by Gay and the other responding officers "is a testament to our department and departments around the nation who perform selfless acts every day." 

Holloway's mother, Kristin Nelson, said her daughter's a "lucky kid" and "a lot of guardian angels" were looking out for her. 

A cause of the fire was being investigated.

Water Main Break at Montco Mall Mall

A water main break sent a muddy mess onto the parking lot of a Montgomery County Mall Tuesday morning.

The main broke at the Cheltenham Square Mall along Cheltenham Avenue in Wyncote, Pennsylvania around daybreak.

The break appeared to happen near the mall and send water gushing along the parking lot toward the Chik-fil-A restaurant along Cheltenham Avenue. Some cars continued to drive through the water as it flowed.

No word yet on what caused the break and no injuries were reported.

Part of the mall appears to be under renovation with fences blocking off parts of the property, which sold last year for $30 million.

Body of Missing Swimmer, 71, Found in Reservoir

The body of a 71-year-old man who was reported missing over the weekend has been found in a New Jersey reservoir, said authorities.

State Department of Environmental Protection spokesman Bob Considine said 71-year-old Koon Fung was found dead in the Round Valley Reservoir in Clinton early Monday. He said State Park police were notified of a missing person by the Toms River police on Sunday night.

Considine said the Toms River man apparently left his home to swim or wade in the reservoir.

An autopsy is scheduled for Tuesday morning.

McDonald's Recalls 29M Wristband Toys Following Burns

That's a lot of unhappy meals.

McDonald's is recalling approximately 29 million "Step-It" activity wristbands distributed across the country in their "Happy Meals" following more than 70 reports that children suffered skin irritation, blisters and burns after wearing the toy.

The bands were distributed exclusively by McDonald's restaurants nationwide from Aug. 9 to Aug. 17 with "Happy Meals" and "Mighty Kids Meals."

The "Step-iT" activity wristbands come in two styles — "Activity Counter" and a motion-activated "Light-up Band." The "Activity Counter" comes in translucent plastic orange, blue or green and features a digital screen that tracks a child’s steps or other movement. The "Light-up Band" comes in translucent plastic red, purple, or orange and blinks light with the child’s movement.

Both styles of activity wristbands have a square face with the words "STEP-iT" printed on them and a button to depress and activate the wristband. The back of the square face contains the etched words "Made for McDonald’s."
