Delta Lifts Ground Stop, Flight Departures Resume

Delta Air Lines lifted a ground stop of departing flights worldwide about 8:30 a.m. after an early Monday morning computer outage grounded flights.

Officials with the airline said earlier that a power outage in Atlanta that impacted Delta's computer systems caused delays of all departing flights across the world.

Passengers should still expect delays and cancellations as residual effects of the ground stop, Delta said. The airline advised passengers to check the status of their flights before heading to the airport.

About 6 a.m., a Delta manager at Philadelphia International Airport told NBC10's Pamela Osborne that they were able to check flight passengers in there using an old check-in method. Their flights, though, could still be delayed.

Flights currently in the air continued to operate during the ground stop, Delta said.

The man who died over the weekend when someone opened fire on him as he pumped gas into his motorcycle at a Southwest Philadelphia gas station resided in Northeast Philadelphia's Tacony neighborhood.

Police on Monday identified the victim in that shooting, one of 10 in a five-hour span Saturday night into Sunday morning in Philadelphia, as 39-year-old Robert Ostiguin, of Hegerman Street near Magee Avenue. Officers who responded to the shooting, at the BP station on Essington Avenue near 66th Street in Eastwick, found Ostiguin leaned up against his motorcycle, suffering from several gunshot wounds.

Medics pronounced Ostiguin dead at the scene just after 2 a.m. Sunday. Police said Monday they still don't know who killed Ostiguin or why.

Police on Monday also identified a Kensington man shot to death on his block, and said it was an argument that led to his slaying.

Tyrell Boggs, 29, apparently got into an argument on his block of Braddock Street near Schiller shortly after midnight, leading someone to shoot him to death, according to police.

Boggs died at the scene. Police said they don't yet know who shot him.

Anyone with information in either homicide should contact detectives at 215-686-3334, the police tip line at 215-686-8477 or text a tip to PPD TIP (773847). There is a $20,000 reward for information leading to an arrest and conviction in any homicide.

A man and a woman sitting in a car in Philadelphia's Northern Liberties neighborhood Sunday night both suffered gunshot wounds when police say someone opened the car door and began shooting.

Police say they know who they're looking for in the double shooting.

The victims, identified only as a 28-year-old man and a 23-year-old woman, were sitting in the woman's gray 2006 Ford Taurus on 6th Street near Brandywine about 10:45 p.m. when the gunman approached and began shooting, according to police.

The man suffered gunshot wounds to his right arm and buttocks, and the woman suffered a gunshot wound to her thigh. Both ran from the car to a nearby home to get away from the gunman, who was last seen fleeing north on 6th Street toward Green, police said.

Both victims were taken to a local hospital in stable condition. Police said they were able to tell officers the name and address of the person who shot them, whom police identified Monday only as a 28-year-old man.

The shooting came on the heels of a particularly violent 24 hours in Philadelphia that left two people dead and eight wounded in 10 separate shootings overnight Saturday into Sunday. One of those shootings occurred a few blocks away from the 6th Street shooting, near 8th and Spring Garden streets. Police haven't made any arrests in that shooting, which left a man in critical condition.

Dramatic video shows the moment a gunman opened fire on a crowded Southwest Philadelphia street corner about 2 a.m. Sunday, killing a man and sending dozens of people gathered to watch a street race running for their lives.

The video, shared by the Philly StreetRace Team on its Facebook, YouTube and website, shows the beginning of a race along Essington Avenue near 66th Street in Eastwick, a popular spot for street racing not far from Philadelphia International Airport. Just after cars that appear to be racing take off, gunfire erupts by a BP gas station down the block and 20 shots ring out as people run for cover.

In the end, police said, 39-year-old Robert Ostiguin, of Northeast Philadelphia's Tacony neighborhood, died in the hail of gunfire. It appeared that the shooter targeted Ostiguin, but police on Monday said they don't yet know why. Responding officers found Ostiguin, suffering from several gunshot wounds, leaning against his motorcycle at the gas station, and medics pronounced him dead there just after 2 a.m. No one else in the large crowd of people was injured.

In comments on the video shared on Philly StreetRace Team's Facebook and YouTube pages, Ostiguin appeared to be well-known in the street racing community as "Mexican Rob." Condolences and "RIP" wishes poured in on the video posts.

So far, police have not identified any suspects in Ostiguin's killing. Anyone with information is asked to contact detectives at 215-686-3334, or contact the police tip line at 215-686-8477 or via text at PPD TIP (773847). Tipsters may remain anonymous.

The shooting was one of 10 that happened in five hours across Philadelphia overnight Saturday into Sunday. The shootings left two people, including Ostiguin, dead, three people in critical condition and five others injured.

There is a $20,000 reward offered for information leading to arrest and conviction in any homicide in Philadelphia.

Arrested Gymnastics Coach's Former Gym: He Had No Record

A gymnastics gym is trying to calm the worries of parents after a former coach was arrested on accusations he sexually assaulted a girl in his care.

Gymnastics of York released a lengthy statement about Daniel Jacob Erb following his arrest Friday. Detectives said Erb admitted to inappropriately touching a girl over a three year period, court documents show.

Chris Aldous, owner of Gymnastics of York, said Erb passed a background search and had no criminal history when he worked for his gym.

"He was background checked and had clearances from [USA Gymnastics] at his subsequent positions in other gyms," Aldous said in a statement.

Erb was "never alone at the facility with any gymnast," Aldous said.

The 33-year-old Hatboro man left Gymnastics of York more than a year ago. He most recently worked at Tumble Kids Gymnastics in Wyndmoor. A source with knowledge of the investigation told NBC10 on Friday that Erb spent time working at half a dozen gyms across the Philadelphia area.

Court records show Erb told detectives the assault was like a game of "Am I going to get caught."

Erb, a married father, is being held in the Montgomery County Prison on $500,000 bail. Court records don't indicate if he has an attorney. Attempts to contact family have been unsuccessful.

No additional allegations of abuse have surfaced since Erb's arrest. Prosecutors are asking anyone with information about the alleged assault to contact Upper Moreland Police at 215.657.5700.

A spokesperson with Tumble Kids Gymnastics sent NBC10 the following statement:

We take our responsibility to care for our children seriously. Daniel Erb was only employed for two weeks at Tumble Kids Gymnastics and no longer works here. His background check with USA Gymnastics came back clear and he was never left alone with any of our athletes. We have a clear, open viewing area to allow all parents to observe classes. Our thoughts and prayers are with the victim.

Sgt. Temporarily Paralyzed After Philly CJC Elevator Crash

A Philadelphia sheriff's sergeant severely injured when the elevator he was riding in at the city's Criminal Justice Center malfunctioned is temporarily paralyzed from the waist down, the sheriff said Monday.

Sheriff's Sgt. Paul Owens was thrown across the elevator car "like a projectile" when the lift shot up to the building's top floor and smashed into the machine room on Thursday.

The 20 year veteran suffered broken bones in his back and has been in a medically-induced coma since emergency surgery following the incident.

Speaking to NBC10 outside Hahnemann University Hospital Monday, where Owens is being treated, Sheriff Jewell Williams said it's an extremely emotional and somber time the Owens family and the office.

Owens will not be able to return to his post or the sheriff's office because of the injuries, Williams said. He will receive benefits for an officer injured in the line of duty.

Williams said Mayor Jim Kenney visited Owens in the hospital over the weekend and has called the family for updates every day.

The Stout Criminal Justice Center reopened for business on Monday. Inspectors spent Friday and the weekend checking the 17 story building's elevators. As many as 6,000 citizens, attorneys and staff pass through the building at 13th and Filbert streets each day.

Owens was riding in a staff elevator when the malfunction happened. Debris from the crash also damaged a second elevator on the building's first floor. The woman inside that car suffered minor injuries.

The staff elevator bank involved has been taken out of service indefinitely.

State investigators have not yet said what may have led to the malfunction.

A woman was struck and killed by a hit-and-run driver as she was talking to her husband on the phone Monday morning.

The 61-year-old woman was walking with her dog on Ridgeway Street near Bayview Boulevard around 7:50 a.m. Monday in Barnegat Township, New Jersey. As she was walking and talking to her husband on the phone, she was struck by a large SUV which then left the scene, officials said.

“He heard a loud sound like a thud and then the line essentially went dead,” said Barnegat Township Police Lieutenant Keith German. “Her husband tried calling back but wasn’t sure what had happened. He came out looking for her.”

A public works employee later found the woman lying on the road. She was taken to the Southern Ocean Medical Center where she was pronounced dead.

“It’s just terrible,” said Fran Carney, who lives near the scene of the deadly crash. “Somebody must have been texting or on the phone or something because how could you miss someone just walking there?”

While no one witnessed the crash, investigators recovered debris at the scene. Based on the evidence, they believe the hit-and-run vehicle is a 1999-2002 Chevrolet Silverado or 2000 through 2006 Chevrolet Tahoe or Suburban with damage to the front right portion of the vehicle.

If you have any information on the hit-and-run, please call the Barnegat Police Department or the Ocean County Prosecutor’s Office Vehicular Homicide Unit at 732-929-2027.

Officials spent ten hours trying to rescue a dolphin from a small creek in Middle Township, Cape May County.

The stranded dolphin was spotted in the creek near Hand Avenue Sunday. Officials with the Marine Mammal Stranding Center as well as firefighters struggled through knee-deep mud to wrestle the 7-foot dolphin into a net and out of the water.

The dolphin appeared to be healthy and was returned safely to Delaware Bay.

“We assumed that we’d be better letting him go there where he was more familiar with it than on the outside where there are tons more people,” said MMSC director Bob Schoelkopf.

Experts say the dolphin may have been looking for food and was trapped during low-tide.
