Montco Town Weighs Selling Troubled Sewer System

Cheltenham Township commissioners took the first step Wednesday night toward the possible sale of the municipality's troubled sewer system.

The governing body voted unanimously to have township officials draw up a "request for qualifications," or RFQ, that will gauge interest from outside entities to purchase and operate the miles of sewer lines as a public utility. A resolution to issue the RFQ is expected to be introduced next month.

"This is one of a variety of options the commissioners are taking under consideration," Commissioner Drew Sharkey told residents at the monthly Public Works Committee meeting. "This is an effort to find out if this is a viable option or not."

The Board committee also tabled a vote -- for the second time since May -- on legislation that would begin mandatory inspections of all private sewer laterals and raise the fee for those lateral inspections "to account for additional personnel time and expenses required to inspect."

The board, he said, will instead hold a special hearing Sept. 28 on Cheltenham's massive infrastructure headache.

Two months ago, township Manager Bryan Havir told NBC10.com that the Pennsylvania Department of Environmental Protection has demanded Cheltenham make widespread upgrades to its sewer system. The system is a century old. Miles of public sewer mains and thousands of private sewer laterals are either defective or overwhelmed during storms and in immediate need of replacement.

Havir estimated that costs could be as much as $8 million a year for the next decade for "work being done in the public right-of-way as well as the inspection work" on private property sewer laterals.

At the time in late May, the township planned to issue a longterm plan for inspecting the sewer laterals of every property owner in Cheltenham, starting with Cheltenham Village and Glenside. Any laterals that failed inspection would need to be replaced within 60 to 90 days.

After NBC10.com reported on the proposed ordinance and groups of residents began questioning the financial burden on homeowners to replace costly underground pipes on their property, the township decided to table legislation. 

Yet state DEP officials have continued to demand that Cheltenham address an issue that has simmered at the local level for the last several years. Havir said that the township already has spent millions since 2010 on certain fixes. 

Township engineer Amy Montgomery said at the meeting Wednesday that Cheltenham Village and Glenside will still be the first neighborhoods where property owners' laterals would be inspected once the process begins.

She and members of the township Board promised more details about an inspection schedule at the meeting later next month. 

Possibly selling off the sewer system, however, is part of a larger discussion about how to manage a vital and expensive infrastructure, Sharkey said.

"We all have aspirations of revitalizing business districts, improving services, and things of that nature," Sharkey said. "But obviously, this is taking up a great deal of time. And it gets to a national issue of the need to invest in our infrastructure."

"All municipalities need to make sure our infrastructure is being maintained and continuously improved."

2 Days After Prison Release, Lynn Gets Date for New Trial

Two days after he walked free from a northeastern Pennsylvania prison on bail, Monsignor William Lynn, accused of shielding pedophile priests, learned when he'll face a new trial.

Lynn served nearly three years in prison before a judge granted him bail earlier this week after the Pennsylvania Supreme Court affirmed a lower court's decision to overturn his conviction, granting him a new trial. At a hearing Thursday morning, a Philadelphia judge set Lynn's new trial for May 2017.

In the wake of Lynn's release, Philadelphia District Attorney Seth Williams vowed to re-try the former Archdiocese of Philadelphia official, contending that he endangered thousands of children throughout the city's Catholic parishes when he knowingly transferred child-molesting priests to cover up abuse.

Lynn's now-overturned conviction is historical, because he is the first Roman Catholic Church official in the United States ever to be charged with shielding pedophile priests.

If he's convicted again, Lynn can only be sentenced to two months maximum in jail, his attorney, Tom Bergstrom, said. The state parole board had already granted him parole effective this October, when he would have completed a full three years of his three- to six-year sentence.

Baby Owl Back in the Wild After Rescue at Barnes Arboretum

"Owlbert Barnes," a baby screech owl rescued with an injured wing at the Barnes Arboretum in Merion Station, was a little skeptical Wednesday night when staffers tried to free him back into the wild. The owl at first seemed content to stay in the cardboard box they moved him in, before eventually flying away. Owlbert was nursed back to health by workers at the Schuylkill Center after Barnes staffers saved him.

Police patrolling Philadelphia's Fairhill neighborhood overnight found a 54-year-old man suffering from gunshot wounds on Cambria Street near American overnight. Authorities said shell casings left at the scene indicate that the shooter may have chased the man while shooting him. Police said he suffered two gunshot wounds and is now at a local hospital in critical condition. It's unclear what motivated the shooting, and no arrests have been made.

New Suits as U.S. Women's 8 Looks to Defend Gold in Rio

Equipped with new suits and hungry for more gold, the Women’s Eight rowing team races into Rio as a likely favorite.

The team has New Jersey flair as its members lived in Princeton, New Jersey and trained on Mercer Lake ahead of the Games.

This is the first Women's Eight Olympic ride for most of the women but not for Eleanor Logan, originally from Maine, who rowed her way to gold in 2008 and 2012. Rower Meghan Musnicki, originally from New York, is also back after winning gold in 2012.

Musnicki and Logan are racing their way to Rio hoping to bring home gold for the third-straight games. And their new uniforms just might help them.

Their new suits were designed by Mark Sunderland, a Philadelphia University textile engineer. The suits are antimicrobial, intended to help protect the rowers from the polluted water in Rio, according to Philadelphia University.

Coxswain Katelin Snyder will direct the rowers of Logan, Musnicki, Amanda Elmore, Tessa Gobbo, Emily Reagan, Moorestown, New Jersey's Lauren Schmetterling, Amanda Polk and Kerry Simmonds.

The golden team has a famous fan in Justin Timberlake. He tweeted out good luck wishes to the team after seeing a video of the athletes training to his music.

The team begins competing on Monday, Aug. 8 and 7:30 a.m. If they bring home gold, they will match Romania as the only nation to win Women's Eight gold in three-straight Olympics.

Monkey Bites Pennsylvania Girl, 9, Visiting Virginia Beach

A 9-year-old Pennsylvania girl visiting Virginia Beach suffered a monkey bite Wednesday night, authorities say.

Police in Virginia Beach said the child was in a tourist area about a block from the beach about 10:30 p.m. when she came into contact with the monkey, apparently someone's pet, and its owner. The monkey bit the girl, and the animal and its owner took off, police said.

"The owner and the monkey fled the area immediately following the exposure," police said in a statement posted to their Facebook page.

A Virginia Beach police spokeswoman confirmed on Thursday that the girl who suffered the bite is from Pennsylvania. The spokeswoman said she did not know where in Pennsylvania the girl lives.

Police said an animal control officer responded to the scene. They're still looking for the biting monkey and its owner, and are offering a reward up to $1,000 reward for information leading to them.

The incident remained under investigation Thursday.

5 to Watch: Rio 2016 Opening Ceremony

It’s here.

The 2016 Summer Olympics kick off Friday at 8 p.m. on NBC. But before the swimming, gymnastics, basketball and track and field, the Opening Ceremony sets the stage for the drama to come. TODAY’s Matt Lauer, Meredith Vieira and Hoda Kotb will host the NBC broadcast of the Opening Ceremony.

Once the games are underway, Bob Costas will host primetime for an 11th time. Al Michaels will host daytime on NBC, Ryan Seacrest will host late night, while Dan Patrick, Rebecca Lowe, Carolyn Manno and Liam McHugh will also serve as hosts.

Here are five key things to watch as during the opening night spectacle.

The U.S. Flag-Bearer: Michael Phelps

With 18 gold medals, swimmer Michael Phelps is the most decorated Olympian of all time — and he had one more honor bestowed upon him this week when it was announced he would be Team USA’s flag bearer during the Opening Ceremony.

Phelps, the first American male swimmer to qualify for a fifth Olympic Games, was chosen by a vote of his fellow Team USA members.

"I'm honored to be chosen, proud to represent the U.S., and humbled by the significance of carrying the flag and all it stands for," Phelps told the USOC. "For Sydney, I just wanted to make the team. For Athens, I wanted to win gold for my country. For Beijing, I wanted to do something nobody else had done. In London, I wanted to make history. And now, I want to walk in the Opening Ceremony, take it all in, represent America in the best possible way and make my family proud. This time around, it's about so much more than medals." Phelps is only the second swimmer to lead the U.S. delegation into the Opening Ceremony and the fifth swimmer to serve as flag bearer for Team USA. Four-time Olympic medalist Gary Hall carried the flag into the Opening Ceremony of the 1976 Olympic Games in Montreal.

Other recognizable flag bearers representing their respective countries include Andy Murray for Great Britain, Caroline Wozniacki for Denmark and Rafael Nadal for Spain.

The Performances

Brazilian superstars Anitta, Caetano Veloso and Gilberto Gil are headlining the showcase.

At just 23, Anitta told Billboard magazine the opportunity to perform in front of a worldwide audience was . 

"I couldn't believe it when I found out I was invited. The whole world will be watching, and that's very important for me," Anitta said. "I come from the ghetto in Brazil where we don't have a lot of career opportunities, so I'm sure my family and people who live there never imagined that one day I'd become a singer and be able to perform at an event like the Olympics."

Also taking center stage will be veteran musicians Caetano Veloso and Gilberto Gil.

The pair rose to prominence in the 1960s and 1970s as part of Rio’s influential tropicália movement. They're expected to perform music that not only played a role in shaping that sound but that in 1968 also scored a revolutionary moment in Brazil’s history. Considered outlaws in their day because of their beliefs, the pair was exiled to London for three years.

"The military wanted us to leave the country," Veloso told The Guardian in 2010. "They let us play a concert to raise money for a plane ticket."

Tomorrow they perform on the grandest stage Rio has to offer.

Team USA Uniforms

Check out those Team USA opening threads. The USA contingent will be dressed from head to toe in Ralph Lauren sportswear. The ensemble will include white denim jeans tapered at the ankles, patriotic tees, navy blazers bearing the signature Polo pony logo and with red-white-and-blue striped boat shoes.

David Lauren, executive vice president of Ralph Lauren’s global advertising, marketing and corporate communications, told USA Today the fashion company was going for a very specific Brazilian feel for the games.

"Something that's relaxed and easy but also celebrates American colors, celebrates patriotism, but something that doesn’t feel too warm for athletes," he explained.

As flag bearer, Phelps will be particularly hard to miss as he'll be donning a jacket with electroluminescent panels and a battery pack that will light up the Olympic patch on the front and the letters across the back, according to The Los Angeles Times.

Brazil Told Through the History of Dance

Renowned filmmaker Fernando Meirelles, director of the 2002 Oscar-nominated film spotlighting the slums of Rio "City of God," will lead an acclaimed cast of directors, to include Andrucha Waddington, Rosa Magalhaes and Daniela Thomas. Choreographer Deborah Colker will manage 6,000 volunteers to dance in front of a capacity crowd of 78,000.

Among the anticipated segments is one detailing the colonization of Brazil, which choreographer Colker said "will be told without being didactic, in an artistic way," according to the Olympics' official website. [[385721741, C]]

"I am bringing a lot from the studies that I had been carrying out," said Colker, who has been running rehearsals since May. "There will be new things, a new space that I have invented and that we are working on here. I think it will be a masterpiece. We are producing very good results. I love it when we manage to tell a story in a new, totally unexpected way. The ceremony is full of protocol but I am very proud of what we are doing. We are working with a lot of passion."

Gisele Bundchen & Lea T

One of the first transgender models in the fashion industry, Lea T will break ground once again in Rio. She's being billed as one of the first transgender individuals to have a major, still undisclosed, role in an Olympic opening ceremony.

"Brazil is vast and all this diversity, in one way or another, needs to be represented in an event like this," Lea T said in an interview with the BBC.

International supermodel Gisele Bundchen will strut out to the Brazilian hot "Girl from Ipanema" during the four-hour event. But not everyone is thrilled with appearance of Mrs. Tom Brady. According to various social media accounts, Bundchen's controversial appearance will highlight the country's high crime rate and poverty of Rio as she will play the role of someone who is mugged. Brazilian newspaper O Dia and Folha Daily spoke to witnesses of the dress rehearsal. According to O Dia, cast members set to perform in the Opening Ceremony have complained about the scene and hope it will be removed, Yahoo Sports reported.

Miles Chamley-Watson More Than Just Man With a Sword in Rio

With an Olympics under his belt and with his normal confidence on display, Philadelphia native Miles Chamley-Watson is pointing his sword squarely at gold in Rio.

Chamley-Watson, 26, is the man known for his fashion sense, tattoos, sneaker collection and bleach-blond hair all visible when he isn't in fencing gear and American Flag mask. He was born in London, moved with his family to New York when he was 10 years old, then spent some of his adolescence living in Center City Philadelphia.

"Philadelphia’s a great city, great people," said MCW. "My parents still live here now -- I try to come back here as much as I can."

He would later go to Penn State where he had the "time of his life" while winning two NCAA national championships.

For now though, MCW's travels take him to Rio where he hopes to redeem his non-medal performance at the 2012 Olympics in London by coming home golden this time.

He already has the Olympic Rings tattooed on his arm to match the medal he hopefully gets around his neck.

Ask MCW about his tattoos and he can tell you a story about each that adorn much of his arms and chest – including "8-9-13" the date he became the first American male to win an individual world championships. 

He fights with power and technique unique to his large frame. The raw power of fencing still draws him to the sport.

"When you pick it up you feel super powerful," MCW said. "It was so intimate, it was so emotional."

MCW wants to bring back some of the raw nature of the sport while advancing it forward like no one else before him.

"It used to be a combat sport, it used to be really fighting for your loved ones," MCW told NBC10. "I want to come back to that... intense aspect that it used to have. I think it needs a new face. I want kids to identify with me."

And who he is behind the mask could surprise some.

"If you just don’t know who I am and I walk in the room you are like, 'OK, that’s not what I expected,'" said MCW.

He is more than just a face under a sponsored Red Bull hat, he is a world champion with a move named for him, "The Chamley-Watson," where the 6-foot, 4-inch, swordsman wraps his long arm around the back of his head to strike his opponent’s chest.

MCW enters the Games ranked as Top 20 foil fighter in the world, according to the International Fencing Federation.

His drive for gold begins Sunday morning as Men's Individual Foil gets underway in Rio.

Greenery Covering Schuylkill Isn't Harmful: Water Dept.

Those giant, bright green patches swamping the shores of the Schuylkill River in Philadelphia's Fairmount Park aren't toxic waste or algae, rather aquatic vegetation.

The tracts are concentrations of Duckweed, a naturally occurring plant that flourishes in slow-moving water, according to Philadelphia Water Department spokeswoman Laura Copeland.

A few days ago, the plants started showing up ago along the riverbanks above the Schuylkill River dam at the foot of Boathouse Row. Copeland said recent heavy rains flushed the plants downstream.

"Despite being churned up by the recent heavy rainfall, the Schuylkill River is healthy," she said in a statement.

The plants can produce an odor, but there have been no complaints about the smell so far, Copeland said.

Water department officials expect the blooms to break up as they go over the dam and flow into the Delaware River.
