Crashes Stop Traffic on Commodore Barry Bridge

Two separate crashes shut down both sides of the Commodore Barry Bridge during Friday evening rush.

Skyforce10 hovered over the scenes at 6 p.m.

One crash looked to involve three cars, with a silver sedan resting on top of a blue car.

The other looked to involve a minivan.

Traffic on both sides was stopped while emergency crews worked to clear the accidents.

Officials said there were injuries reported in the crashes, but no word on the extent. 

The Bridge reopened in both directions about 90 minutes later.

Couple's 552 Animal Cruelty Charges

A New Jersey couple faces more than 550 counts of animal cruelty after 276 small dogs were rescued earlier this month from what one official described as "the worst hoarding situation" they had seen in Monmouth County.

Charlene and Joseph Handrik, of Howell Township, were charged Friday with 276 counts of animal cruelty for providing inhumane living conditions to the animals and another 276 counts for failing to provide their dogs proper care.

All of the charges are disorderly persons offenses. 

Ross Licitra, interim president, chief executive officer and chief law enforcement officer at the Monmouth County Society for the Prevention of Cruelty to Animals, said his group and prosecutors opted for disorderly persons animal cruelty charges rather than indictable counts because the dogs rescued from the couple's home were in relatively good health despite the deplorable conditions and neglect. 

The house raised suspicions from an Associated Humane Society official as he investigated a report of a dog on the loose by Bennett Road in Howell on June 2, authorities said. He was knocking on doors in the area when he came across the home, where a foul odor was emanating. 

No one answered the door there, but he heard dogs barking inside and notified SPCA. Officers responded and investigated, then launched the rescue operation the next day. Inside the home, officers found hundreds of Chihuahuas, Yorkies, pugs and mixed-breed dogs inside.

Many were sitting on bookshelves. One shelf was specially built near the ceiling of the living room, "like a hamster cage for dogs," according to Tierney Park, a Monmouth Sheriff's deputy. "They have steps that go up to the shelf and there were dogs looking down and barking." 

There were others living under beds and even between walls. Many appeared petrified as they were brought out, having never been exposed to the outdoors.

The Handriks declined to speak with NBC 4 New York outside their home after the dogs were rescued. Additional charges are expected to be filed against them, including charges for not properly licensing and vaccinating their animals. Information on attorneys for them wasn't immediately available. 

More than 40 of the dogs rescued from the Handricks' home were adopted from a New Jersey animal shelter last weekend. Some dogs are still in foster care, and some mother dogs are currently caring for their babies. 

About 25 of the dogs taken from the home were pregnant.

Bucks Co. Vigilante Charged in Car Thief Shooting

A Bucks County man who shot a suspected car thief after a high-speed chase and crash has been charged with aggravated assault, the Bucks County District Attorney said Friday.

Baishaun Jones, of the Woodland Apartments in Morrisville, allegedly found a man later identified as Joshua Dennis trying to break into his vehicle, the DA said in a statement.

The resident went back into his home and grabbed his legally-owned handgun, then went outside after Dennis, the DA said. 

Dennis noticed Jones and sped off, nearly striking Jones as he drove away. But Jones gave chase in his car.

He shot at least once at the moving car before Dennis crashed a few blocks away. Suveillance video at the crash site allegedly shows Jones getting out of his car and shooting Dennis.

Dennis has been charged with receiving stolen property and other charges.

And Bucks DA David Heckler said Jones would also be charged in the incident.

"Because of the recent widely publicized and entirely justified actions of a local Pharmacist in killing an armed robber, I want to make absolutely clear some of the limits on the permissible use by citizens of lawfully owned firearms for protection their persons, physical property, families, and homes or places of business," Heckler said. "The fundamental and most important principle is that the use of deadly force, is only lawful when it is immediately and unavoidably necessary to prevent the person against whom it is used from causing death or serious bodily injury – which typically means the use of a weapon such as a gun or a knife – to the armed citizen or to a third person who is present and immediately endangered.  Shooting a firearm at someone is using deadly force, whether or not anyone dies."

Miss NJ to Honor Cara McCollum

Miss New Jersey 2016 will be crowned tomorrow night, but this year's competition is more somber than most. The competition comes just four months after the passing of former Miss New Jersey Cara McCollum. Now, organizers and competitors will include tributes to McCollum. McCollum was the girlfriend of NBC10's Keith Jones who has a special role in this year's competition. NBC10's Ted Greenberg reports.

Gunman Kills Man, Critically Injures Another in Philly

A man was killed while another is fighting for his life after a double shooting in Philadelphia Saturday afternoon.

The two men, both 26-years-old, were on the 1000 block of Edgemore Road at 2:55 p.m. when an unidentified gunman opened fire. One of the victims was struck once in the back. He was taken to Presbyterian Hospital where he was pronounced dead at 3:28 p.m.

The second victim was struck once in the left shoulder and once in the left hip. He was taken to the hospital where he is currently in critical condition.

No arrests have been made and a weapon has not been recovered.

PSPCA Law Enforcement Director George Bengal Dies

George Bengal, the PSPCA's director of humane law enforcement who helped Philadelphia and surrounding cities fight animal abuse for decades, has died at the age of 69.

Bengal passed away Saturday at Holy Redeemer Hospital in Jenkintown, Pennsylvania with his wife and daughter at his bedside.

Bengal first began his career with the Philadelphia Police Department after serving in the Vietnam War. Bengal became a Humane Law Enforcement leader, fighting animal cruelty for 20 years. Bengal then built Humane Law Enforcement operations at several animal organizations in the area, including the Delaware County SPCA and the Pennsylvania SPCA. He also became the PSPCA Director of Humane Law Enforcement in 2007.

“George Bengal was an icon, a fierce warrior against animal cruelty, and a street smart cop who led by example. The animals have lost their best friend and we have lost a most special colleague. His officers didn’t work under him. They worked next to him,” said Jerry Buckley, CEO of the PSPCA.  “We always knew George was courageous in his work. But the way he faced his own death took courage to a new level.”

In 2016 Bengal was diagnosed with mesothelioma, an aggressive cancer that affected the membrane lining of his abdomen. Last month, knowing he had little time left, Bengal had one last request for the community he served, that they continue to support the SPCA, which runs only on donations.

"I just want to see this work desperately carried on," Bengal said.

Bengal's supporters created a #ThankYouGeorge hashtag on Twitter in which hundreds of people thanked him for his dedication to ending animal cruelty.

“I never thought that I would have a following like this, and I’d like to see it put to good use,” Bengal said. “This is not about one single person. It’s about carrying the program forward. We’ve all put a lot of blood, sweat, and tears to make the program what it is. I’ll be gone. We have capable people who can step up. I want to see the public and government support this program. If we didn’t do this anymore, there’s nobody to fill the void.”

The PSPCA created the Bengal Fund to End Animal Cruelty in his memory with all donations going towards Humane Law Enforcement.

“We are doing whatever we can to honor everything that George has taught us,” said Sergeant Nicole Wilson. “This department was his brainchild. Through sheer will, he’s kept us performing at as high a level as possible. We continue to do our best to make him proud of what we do, and to put his name on it. Very few people are irreplaceable, but George is irreplaceable. We hope to continue his legacy.”

Bengal is survived by his wife, two daughters and a grandson.
