Two Philadelphia police Marine Unit divers knew something was wrong when they saw a head and two hands bobbing in the water Saturday as they patrolled the Schuylkill River during a regatta.

They saw a 15-year-old boy struggling to stay above water near a wall lining the river along Kelly Drive, Sgt. Eric Gripp said. One of the officers, identified only as Officer Graves, jumped in the water to rescue the teenage boy. The other officer was identified as Officer Costello in a tweet by Chief Inspector Joseph Sullivan.

The boy, who fell in the water while playing Frisbee, was checked by medics and cleared to go home, police said.

The teenager was attending the Independence Dragon Boat Regatta on the river.

A little girl died over the weekend after flames engulfed her family's Northeast Philadelphia home on Thursday.

Now, friends and relatives are planning to gather at a 2 p.m. memorial at a Northeast playground to honor the little girl's memory.

Sophia Olsen, 5, died after fire tore through her family's home on Hereford Lane in the Northeast's Morrell Park neighborhood Thursday evening. The little girl was trapped in a second-floor bedroom, and her mother suffered injuries and smoke inhalation running back into the home to rescue her.

When firefighters finally reached Sophia, witnesses said, she was barely alive, suffering from severe smoke inhalation. She survived on a ventilator briefly after the fire, but died over the weekend, according to posts on a GoFundMe page set up for her family and a Facebook page at a playground and kids' recreation program where she attended classes.

Sophia's mother was also taken to the hospital in critical condition. She survived.

Sophia will be remembered with a memorial service at Chalfont Playground, at 4330 Deerpath Ln. in Northeast Philadelphia, at 2 p.m. on Sunday.

An off-duty police officer who ran into the home to try to help rescue the little girl also sustained injuries in the fire and received treatment at a local hospital.

The cause of the fire has not been revealed.

3 Years Since Collapse Killed 6, Injured 13

Sunday marks three years since a building being demolished on Market Street in Center City crumbled, toppling onto a crowded Salvation Army thrift shop below it and crushing the people inside.

In all, six people -- Anne Bryan, 24, Roseline Conteh, 52, Borbor Davis, 68, Kimberly Finnegan, 35, Juanita Harmon, 75, and Mary Simpson, 24 -- died that day in June 2013. More than a dozen more suffered severe injuries.

In a statement released this weekend, ahead of the three-year anniversary, Nancy Winkler and Jay Bryan, whose daughter, Anne Bryan, died in the collapse, called it "a preventable tragedy that shook our community to its core."

Winkler and Bryan, among others, are leading the charge to establish a memorial park at 22nd and Market streets, the site of the collapse.

They have also been vocal in calling for an overhaul of Licenses and Inspections and demolition practices that they believe contributed to the lax enforcement that led to the collapse.

"As we and the other families and loved ones continue to grieve -- a process that never ends -- we also remember and honor those who died, and the valiant first responders, as we work harder than ever to try to make sure that such a catastrophe can never happen again," Winkler and Bryan's statement read. "To that end, we continue to urge the community to support sound construction and demolition safety reforms to protect the public now, now after another disaster."

Sean Benschop, who was operating an excavator at the construction site the day of the collapse and later admitted to being high on marijuana at the time, is currently serving a 7.5- to 15-year sentence in prison for his involvement. Griffin Campbell, the contractor who hired Benschop and oversaw the demolition, is serving 15 to 30 years. Richard Basciano, the owner of the building that fell, never faced criminal charges in the collapse.

All Clear at Norristown TC

Concerns about a suspicious package at a Montgomery County transit hub Sunday were alleviated after police deemed it not to be a threat.

Officials said they evacuated people from both the Norristown Transportation Center near Swede and Lafayette streets and a nearby Greyhound Bus station about 1:30 p.m. They said a package left unattended needed to be investigated, leading them to move people out for safety as police cleared the area.

A SEPTA spokeswoman said that Norristown High Speed Line and Manayunk/Norristown Regional Rail service to the transportation center was suspended until further notice, and that Manayunk/Norristown Train 6221 headed to Center City would begin at Conshohocken Station. SEPTA buses that use the transportation center were boarding on Lafayette Street.

Police determined the package was not a threat and reopened the area around 3:30 p.m.
