Philly Trying New Homeless Outreach Program in Center City

Philadelphia will launch a new homeless outreach pilot program in Center City on Monday aimed at helping an increasing number of people in need of a home, city behavioral health officials say.

A team of six uniformed outreach staff will be focusing on four Center City locations identified as homeless hotspots. The outreach workers have advanced training in mental health and drug support services, a spokesman for the city's department of behavioral health and disability services said Friday.

City officials would not name the four hotspots ahead of Monday's formal announcement, but one of the speakers is a project manager for vendors at Suburban Station, a common congregation spot for homeless individuals.

The program is expected to continue through the summer and would be extended if it's proven successful in helping get people into supportive housing, officials said.

The city is hosting two high-profile, tourism-centric events this July: the annual Wawa Welcome America! Fourth of July celebration and the 2016 Democratic National Convention.

The program announcement comes months after city officials touted they ended homelessness among veterans. The U.S. Department for Housing and Urban Development has seen homelessness overall decrease over recent years, but there's been a rise in Philadelphia from 2014 to 2015.

Youth homelessness continues to be a pressing issue in the city. Hundreds of young people are left to fend for themselves on the streets or in temporary shelters, an NBC10 probe into the issue found.

Faces of Homeless Youth, the award-winning investigation, showcased a particularly vulnerable group of young people, aged 18 to 24, who find it tough accessing services.

Philadelphia City Council held a hearing on youth homelessness last month to gather information ahead of announcing steps to address the problem.

Monday's event will feature the mayor, the chiefs of supportive housing and behavioral health, the housing authority CEO and members of city council.

Thrown Railroad Spikes Hit Cars: Police

Drivers traveling on University Avenue dodged metal railroad spikes thrown from above Friday night, according to Philadelphia police.

At least four vehicles driving along the 600 block of University Avenue were struck by the spikes thrown off an overpass a little before 8:30.

Three of the vehicles's windshields were broken and another vehicle had damaged to its hood, according to police.

All of the vehicles were occupied at the time and one person suffered minor injuries when glass flew into his eye.

Police told NBC10 that a man found near the Amtrak tracks was the man who threw the spikes and would face aggravated assault charges. No word on the identity of the man.

Family, Friends Mourn Teen Girls Killed in Post-Prom Crash

A South Jersey community is reeling after two teenage girls died early Saturday morning in a car crash after attending their prom.

Daisia Sulton, 17, and Mikayla Mosley, 15, both of Bridgeton, Cumberland County, were on their way home from a post-prom celebration in Ocean City with two other teens about 3:45 a.m. Saturday when Sulton lost control of the car on Route 49, crossed the median and struck a tree.

Sulton and Mosley both died at the scene, police said.

Mosley's aunt and grandmother wept as they talked about the young woman.

"To know that we're never gonna see her smile again, never hear her voice again," her aunt, Sharon Hood, said.

"She died without no family being around her," Annette Patton, Mosley's grandmother, cried.

Niajah Rainner was close friends with both of the girls.

"I lost two of my best friends in the same day," Rainner said, breaking down.

Two other teens who were in the car at the time, Jada Barriento, 17, and and Eyiah Stocks, 16, remained in the hospital Sunday morning. Both were in critical condition when they were taken to Cooper Medical Center from the site of the crash.

Social media posts indicated the girls attended the Bridgeton High School prom Friday night. School officials said grief counselors would be made available to students on Monday.

The cause of the crash remained under investigation by State Police on Sunday.

Female Bank Robber Hits 3 in 21 Hours

A scarf-wearing, green bag-carrying female bank robber had a busy Friday and Saturday, hitting three banks in New Jersey in less than 24 hours.

Her crime spree began shortly before noon Friday at the Wells Fargo Bank, 4306 Route 130 North in Willingboro. The woman, described as possibly 40 to 50 years old and dressed in all black, including a scar on her head, gave a note demanding money to a bank teller at the Burlington County location.

The robber "received a quantity of money," police said.

Seven hours later, the robber struck several towns north at the TD Bank in Hamilton Township, Mercer County. At 6:30 p.m., the robber entered the bank at 1130 Whitehouse-Hamilton Square Road, again wearing all black and a scarf on her head, again passed a note to a teller. She made off "with an unknown amount of money," police said.

Following those two successful heists, the robber struck a third time about 9 a.m. Saturday morning. She stayed in Hamilton Township, robbing the TD Bank at 3470 Quakerbridge Road by using the same note-passing tactic.

Hamilton police described the suspect as a white female, 50 to 60 years old, with dark sunglasses and a bright green handbag. She may have fled in an older model, black Honda sedan.

"We are aware of the Hamilton bank robberies and the similarities of the suspect in the different series of photos," Willingboro police Lt. Chris Vetter said Saturday. "Our detectives continue to investigate our robbery and are looking into the possibility of the same suspect being linked to the other robberies."
