Five people were arrested in two separate burglary strings in Sussex County, Delaware.

Matthew Miller, 36, and Kimberly Parsons, 44, both of Millsboro, were arrested Tuesday and accused of committing several burglaries in Sussex County between December, 2015 and March, 2016. The duo allegedly broke into sheds and stole chainsaws, generators and power tools. They then went to area pawn shops and exchanged the items for cash, according to investigators.

Police say the two committed the burglaries while Parsons worked as a newspaper delivery person and Miller rode with her.

Parsons is charged with burglary, conspiracy, theft, criminal mischief, selling stolen property and falsifying business records. Miller is charged with burglary, attempted burglary, conspiracy, theft and criminal mischief. They were both arraigned and remanded to the Delaware Department of Corrections.

After a separate investigation, Sheila Quebral, 46, Damien Andell, 28, and Kevin Andell, 49, all of Millsboro, were arrested Wednesday and charged in a series of car burglaries. Police say the three committed a series of car thefts between March and April of this year in Sussex County. The suspects allegedly stole GPS, wallets, and firearms and then exchanged the items for money at pawn shops.

All three are charged with burglary, theft of a firearm, conspiracy and other related offenses. They were also remanded to the Delaware Department of Corrections.

Memorial Held on 10-Year Anniversary of Officer's Death

A memorial was held for a Philadelphia Police officer Sunday night at the same café where he was shot and killed exactly ten years ago.

Around 150 officers, family members and friends gathered outside Pat’s Café at Castor Avenue and Arrott Street around 7 p.m. to honor Officer Gary Skerski. A bugle was played in Skerski’s memory and roses were dropped on a plaque dedicated to him outside the café.

On May 6, 2006, around 10 p.m., Officer Skerski and other officers responded to a report of an armed robbery in progress at the café. As Skerski approached the door he was met by the suspect who was armed with a shotgun. The suspect, later identified as Solomon Montgomery, opened fire and shot Skerski in the neck. The 16-year veteran assigned to the 15th District was rushed to Temple University Hospital where he later died from his injuries. He was 46-years-old and survived by a wife and two children.

Montgomery, who was also shot twice during the incident, was apprehended 11 days later. He pleaded guilty to Skerski’s murder in October, 2007 and was sentenced to life in prison.

Man Calls 9-1-1 to Tell Police He Strangled His Girlfriend

A man is in police custody after making a chilling 9-1-1 call that led police to a grisly discovery inside a home in Philadelphia's Kensington neighborhood overnight.

The 9-1-1 call came in about 2:30 a.m. Monday, when police say the man told emergency dispatchers that he had just choked his girlfriend to death in a house on Rorer Street near Willard.

Officers responded to the home a short time later and found a woman dead of apparent strangulation inside, police said. Four children ages 12, 10, 8 and 5 were asleep in the house at the time, but the man was nowhere to be found, Philadelphia Police Capt. Robert Ritchie said at the scene.

Detectives began pinging the man's cellphone to track him and managed to get him on the phone shortly before 4 a.m., police said. Ritchie said the man indicated to officers that he was suicidal. He initially left the area, traveling south into Delaware, police said, but returned a short time later.

Just before 5 a.m., officers tracked down the man in Philadelphia's Port Richmond neighborhood when they pulled his car over at Cumberland and Thompson streets. Authorities said he had just exited I-95 when officers spotted him. The man's identity has not been released.

The children who were home at the time have been removed from the home, police said. Officials were working to find relatives to look after them.

It's unclear what motivated the killing, but Ritchie said that there was no known history of domestic violence at the house or between the couple.

A man suffered a stab wound to the face after he got into a fight with another man who pulled a knife on him in Center City Philadelphia's Chinatown section overnight, police said.

The early Monday morning stabbing was the second to happen on the block of 12th Street between Race and Arch streets in about 24 hours. It's unclear if it was at all related to a stabbing on the same block that left a man in critical condition early Sunday.

In the Monday morning stabbing, police said the victim's wound was minor and he was treated at a local hospital. The suspected attacker was in police custody, police said.

Authorities said both men involved are homeless.

Manhunt Underway After Escaped Prisoner Spotted in NJ: A convicted killer who escaped from a New Jersey prison last week was spotted at a rest stop along the Garden State Parkway in Lacey Township overnight, and dozens of police are scouring the area to try to track him down. Arthur Buckel, 38, was captured on surveillance video about 9:30 p.m. Sunday at the Forked River service station in Lacey Township, Ocean County, police said. Authorities discovered the video after receiving calls from people who spotted the man, whose disappearance launched a massive manhunt last week. Lacey Township is about 50 miles northeast of Hammonton, where Buckel broke out of Bayside State Prison last week. Buckel, who is currently serving time for aggravated assault, drug possession and burglary, was discovered missing when guards did a count at the prison. He was previously convicted of manslaughter and served 14 years for killing a 10-month-old baby. Surveillance video taken from the rest stop Sunday night shows Buckel using an employee's cellphone, handing it back and then leaving.

Evacuations End as Canadian Officials Hope to Put Fire Out: Officials said Sunday they reached a turning point in fighting an enormous wildfire, hoping to get a "death grip'" on the blaze that devastated Canada's oil sands town of Fort McMurray amid cooler temperatures and light rain. Meanwhile, a massive evacuation of residents displaced by the blaze came to an end. Chad Morrison of Alberta Wildfire told a news conference he's "very happy" and called it great firefighting weather. "We can really get in there and really get a handle on this fire and really get a death grip on it," said Morrison, who answered yes when asked if they've reached a turning point.  With cooler temperatures in the next three or four days, he said firefighters should be able to put out hot spots. And it has allowed them to further protect fire-ravaged Fort McMurray.

Hitler Sculpture Fetches $17M at Auction: The highly anticipated art auction season arrived Sunday with a specially curated sale that included a sculpture of a kneeling Hitler by Italian artist Maurizio Cattelan, which fetched a record price for the artist, and a ball suspended in a water tank by Jeff Koons. Christie's "Bound to Fail" themed sale kicked off the weeklong New York auctions of modern, post-war and contemporary art at Christie's and Sotheby’s. "Him," Cattelan's controversial sculpture of Hitler, appears as a small child kneeling in prayer when approached from the rear. But from the front, the viewer comes face-to-face with the unmistakable likeness of Hitler. It sold for a record $17.2 million. The previous auction record for a work by Cattelan was $7.9 million.

Serial Rapist Who Targeted Teenage Girls to Learn Sentence

0
0

The man who pleaded guilty last year to attacking and raping four girls between the ages of 12 and 17 over the course of three months, terrorizing a Philadelphia neighborhood, is scheduled to learn his fate on Monday.

Antuane Brown, 25, entered a no-contest guilty plea to the four attacks, which targeted teens who were walking or waiting alone in Germantown, in October.

In the first attack, on March 19, 2013, prosecutors said Brown, wearing a mask, grabbed a 12-year-old girl as she waited for a bus to school on Price Street, dragged her into an alley, where he raped and sodomized her. Brown then stole the girl's school ID and told her that if she called police, he would kill her family, prosecutors said.

A little more than a month later, Brown struck again, this time accosting a 17-year-old girl on Chelten Avenue at night April 23, 2013, prosecutors said. In that instance, Brown pointed a gun at his victim and forced her into an alley, where he raped and sodomized her before threatening to kill her and stealing her ID.

On May 19 of the same year, Brown pulled up on a bicycle next to a 15-year-old girl as she walked on Wister Street at night and forced her into an alley at gunpoint, then raped her. A few weeks later, on June 2, prosecutors say Brown struck yet again, that time attacking a 17-year-old girl on Chelten Avenue, jamming a gun into her stomach and forcing her into a field behind a recreation center. He raped and sodomized that victim as well, and then threatened to kill her if she went to police, prosecutors said.

None of the victims listened to Brown's threats, all reporting their assaults to police, who later released video showing part of one of the attacks. Tips eventually led investigators to brown a few days after the June rape, and he was arrested and charged with the crimes.

All four attacks happened within a half-mile of Brown's home, officials said.

Brown faces a maximum of 320 years in prison when sentenced.

Bus Shelters En Route for Montco Roads?

Bus shelters could be coming to a stop near residents in Montgomery County.

The county are working on a project that in its first year could install 10 to 20 shelters along county roads, where currently 314 of 338 bus stops do not have shelters.

The shelters would be built and maintained by a private company in exchange for revenue from advertising on the shelters, according to a "request for information" that the county sought from vendors over the past month. The RFI closed Monday.

"The exact number of shelters that the contractor will install has yet to be determined. Initially, the County was looking at installing 10-20 as a pilot project," according to the RFI. "However, this will depend on a future RFP, the contractor chosen, as well as the length of the contract."

After the county reviews the requests for information submitted from April through Monday -- when the application period closed -- formal proposal requests to private companies could be issued.

According to the county RFI, here are some county thoroughfares and the average daily traffic on each of the roads:

Philly Official on Leave After Assault Charge

A top official in Philadelphia Mayor Jim Kenney's administration was charged Friday with assault in an alleged attack in December that left a person with broken ribs, according to law enforcement officials.

Streets Commissioner Donald Carlton, 45, allegedly punched someone multiple times in the face and body, the Philadelphia district attorney's office said Monday. An official with the DA said the alleged attack took place at a party back on December 6 last year on American Street.

Sources close to the investigation told NBC10 the alleged victim is a longtime friend of Carlton's wife. Carlton began arguing with the man and accused him of kissing his wife, according to sources. Carlton allegedly dragged the man out of the front door of a home, threw him into metal porch furniture and then repeatedly punched him.

"I just heard a loud noise and people screaming," said Lesha Marmorejos, Carlton's neighbor. "I looked out the window and saw someone falling over the steps."

The person attacked suffered fractured ribs and a bruised left eye, according to the DA's office. He told NBC10 he suffered permanent eye damage after the incident.

Kenney spokeswoman Lauren Hitt said Carlton is now on leave of absence.

“Donald Carlton is on a leave of absence until further notice. Deputy Commissioner Mike Carroll will serve as Acting Commissioner effective immediately," Hitt said.

Carlton posted $2,500 bail and is scheduled for another hearing June 7, according to court records.
