Substance Turns Up in Schuylkill River Again

For the second time this week, a substance was discovered floating on the Schuylkill River Thursday evening, prompting an emergency response from fire and environmental protection officials.

The shiny material that appeared to be foamy as well was spotted floating south along the waterway through Center City near Chestnut Street around 7 p.m., fire officials said.

The Philadelphia Fire Department dispatched a hazmat crew and contacted environmental protection officials, the department said.

The substance could be oil, officials said, but they are not certain. The U.S. Coast Guard is responding to the incident, a spokesperson said.

The material was found in the same area that an oily substance was discovered on Monday. The substance and what caused it to enter the river was never identified.

A third substance was discovered Wednesday afternoon in Manayunk. Janina Andrusyna shared photos of a bright green substance, resembling the color of anti-freeze, emptying into the Manayunk Canal. The canal runs alongside and connects with the Schuylkill River.

Andrusyna said she was walking along the canal's towpath when she spotted the green water flowing from a drain near Main Street and Leverington Avenue.

"We have seen some 'foamy' liquid and some creamy/yellow 'water' draining into the canal in the past, but what we saw yesterday was even more disturbing," she said.

While it looks dangerous, the green liquid is actually harmless says Philadelphia Water Department spokeswoman Laura Copeland.

It's a dye called Fluorescein which is used to trace sewer and water line connections to homes and businesses. Workers used the dye to see if any wastewater lines were improperly connected to the sewer causing sewage to spill into the river, Copeland said.

"The dye is harmless to humans and will have no environmental impacts," she said.

It has also been used in sinkholes in the past.

Search Continues for Convicted Killer Who Escaped NJ Prison

Officials in New Jersey said that the inmate who busted out of a minimum security prison in New Jersey earlier this week has likely left the town where he was spotted Wednesday.

Barnegat police spent the day Thursday through Ocean County for 38-year-old Arthur Buckel, an inmate at Bayside State Prison who was missing when guards performed a prisoner count at a satellite unit at Ancora Hospital in Hammonton Tuesday morning. 

Buckel, who previously served time for the 1996 death of a 10-month-old girl before his latest stint behind bars, was spotted walking into a CVS in the town on Wednesday, prompting school lockdowns.

But late Thursday, officials in the town said that Corrections Department officials developed leads that Buckel had left the Ocean County town. It's not clear where he went.

Barnegat officials said there would still be additional police posted at schools to help abate fears about the escapee. 

"This is not normal for Barnegat," said Mayor John J. Novak. 

Buckel, whose last known address was in Clifton and had been serving a sentence for aggravated assault, was caught on surveillance cameras at the CVS Wednesday morning wearing construction boots, khakis, a T-shirt and yellow safety jacket.

Barnegat police said that when they responded to the pharmacy they found a 2015 Chevrolet Silverado stolen from Hammonton, about 40 miles from Barnegat. Authorities said that they think Buckel was getting around in the pickup truck.

Buckel was serving a sentence for crimes including aggravated assault, burglary and receiving stolen property. He was set to be eligible for parole on May 21.

A Corrections Department spokesman said Buckel could face an addition 3 to 5 years in prison for escaping once he's recaptured.

Buckel was also convicted of aggravated manslaughter in the death of a 10-month-old girl in 1996, according to NJ.com. Buckel, who was 18 at the time, admitted to slapping the girl, who died from skull fractures.

Corrections Department records show that he was in prison from 1996 to 2010 for the killing, NJ.com reports.

It's the second such escape from Bayside State Prison's Ancora unit in six months. In October, NBC10 in Philadelphia reported that Panagioti Souris busted out of the prison and traveled to Philadelphia.

He surrendered to authorities without a struggle in the Old City district and was returned to the prison. 

Anyone who sees Buckel is asked to call 911 and to avoid making direct contact with him.

Man Shot Dead Outside Funeral Home

A man was gunned down outside a Camden, New Jersey funeral home Thursday night as a service was underway inside.

Police say the viewing was being held at the May Funeral Home in Camden Thursday evening for 70-year-old Rosa Serrano. The shooting happened in front of the building around 7 p.m. outside May Funeral Home at 1001 S. 4th Street.

Family members say 22-year-old Jonathan Vazquez died in the shooting.

He is the 14th homicide victim of the year in Camden and second this month.

No one was available for comment from the funeral home.

Montco Allowing Booze, Banning Smokes in Parks

Drink this in, you will soon be able to consume alcohol in Montgomery County parks, with a catch.

The suburban Philadelphia county passed an ordinance Thursday that permits booze in parks with certain regulations including that individuals and caterers get a special-use permit and proper event insurance.

The regulation allows for people to serve beer, wine and alcohol at large events like birthday parties, graduation parties, charity events and weddings held at county parks, said the county. Imbibers would need permits and insurance even if someone just wants to have a couple of beers during a picnic, said the county.

The ordinance goes into effect May 15.

Well the county will allow drinking, it won’t allow smoking at all county parks and historic sites under any circumstances.

The county also announced Thursday that it will limit drone usage in parks to posted areas only – currently only allowed in Green Lane Park on Snyder Lane in Green Lane.

Postal Service Big Rig Jackknifes, Blocks I-95

A jackknifed tractor-trailer slowed Friday morning traffic to a near standstill for hours along Interstate 95.

The big rig, with United States Postal Service emblems on the side, crashed in the northbound lanes just before the Academy Road Exit in Northeast Philadelphia around 5:45 a.m. causing a fuel spill.

Only the left shoulder could get past the scene northbound as average speeds lowered into the single-digits and travel times from the Vine Street Expressway (I-676) to Woodhaven Road (Route 63) ballooned to more than 100 minutes at one point -- it's normally a 13-minute drive.

No word yet on possible injuries.

NBC10 First Alert Traffic reporter Jessica Boyington said drivers could use Frankford Avenue as an alternate route but should expect delays.

Crews cleared the crash and lanes began moving again around 9:30 a.m. but some residual delays remained.

Deadly Crash Closes Route 55

Crews blocked Route 55 southbound near Route 42 in Deptford Township, New Jersey around 6 a.m. due to the deadly crash, said New Jersey State Police.

Police investigated what led to the deadly incident and cleared the scene after 9 a.m.

Temple Graduation by the Numbers

Temple University students are set to graduate Friday at the Liacouras Center in North Philadelphia. The class of 2016 is the largest in the University's history, with more than 9,000 students set to get their diplomas today.

Of Temple Class of 2016's 9,341 members, 6,504 will have earned bachelor's degrees, 1,913 graduate, 924 professional.

The class comes from 76 different countries, 49 states, two United States territories and 56 Pennsylvania counties but about 80 percent of the members of the Class of 2016 are from Pennsylvania.

About 20 percent of the students are from Philadelphia. Nearly 220 students come from the seven ZIP codes that surround Temple's main campus.

The youngest graduate to earn a bachelor's degree is 20-years old, while the oldest graduate is 63-years old.

There are 14 sets of twins in the Class of 2016.

30 graduates will celebrate a birthday on graduation day.

167 graduates are named Michael, by far the most common name throughout the class.

The traditional Temple "T" chair design on the floor requires 1,420 chairs.

As the graduates process in for the ceremony, "Pomp and Circumstance" is played about 25 times.

Officers Shoot, Kill Dog as Bite Victim Jumps Onto Hood of Police Car

Philadelphia Police shot and killed a dog after a woman being bitten by the pit bull jumped on the hood of a police car overnight.

"Just after 11 p.m. (Thursday) 25th District Police responded to numerous 911 calls -- report of a female screaming and report of a woman being attacked by a vicious pit bull on the highway on the 3200 block of N American Street," said Philadelphia Police Chief Inspector Scott Small.

The dog was biting the 27-year-old woman when the officers pulled up along the North Philadelphia street, said police.

"(The woman) actually jumped onto the hood of the police car... in an attempt to get away from the dog," said Small.

As the attack on the woman continued, officers got out of their car and opened fire.

"Both officers discharged their weapon one time each, striking the pit bull, that's when th pit bull released its grip from the female," said Small.

Medics transported the woman to Episcopal Hospital for treatment for bite wounds to her left leg and left arm. She was listed in stable condition.

The dog – described as a larger-than-normal sized pit bull – died at the scene, said Small.

The officers "did what they had to do," said Small. "They fire just two shots, striking the dog and that ended the attack."

The dog lived on the block, the bite victim doesn’t live on the block, said Small. Witnesses told police the dog was leashed but had gotten off the leash just moments before the attack.

Neighbors tried to calm the dog before officers arrived, said witnesses.

No word yet on possible charges.

Escaped New Jersey Inmate Remains on the Loose

Arhtur Buckel, who broke out of a New Jersey prison, remains on the loose Firday. Authorities now say they do not believe that Buckel is in the Barnegat Township area. Buckel was last seen on Wednesday. He has served time before for manslaughter for killing a 10-month-old.
