What's New Jersey's Plan to Combat Lead in Schools?

Gov. Chris Christie says he will require all of the state's public schools to test for lead in water starting next school year.

Christie said Monday that he will ask the Legislature for $10 million to pay for testing in about 3,000 schools starting in the fall.

He says that the state's education department will publicize the test results and notify parents immediately if lead is detected.

Federal law requires testing only in schools that run their own water systems.

Christie had previously cautioned lawmakers over proposals to require lead testing of the water in all schools. Christie said Monday that it's the right thing to do.

Testing found elevated lead levels in half of the school buildings in Newark in March.

Lehigh University Police told students to avoid Palmer Hall as police investigated a possible device in the dormitory for more than an hour Monday.

The university police worked with Bethlehem firefighters to do "full search" of the dorm in the Centennial II Complex around noon Monday, said the campus' Twitter feed.

Police told students to avoid the entire Lower Centennial area until giving the all clear after 1 p.m., said students.

No word yet on what, if anything, police found while searching the building.

Brothers Walking to School Hurt in NJ Hit-Run: Police

A driver was arrested after she allegedly ran down two children walking to school in New Jersey Monday morning and before fleeing the scene, according to police.

The two kids were hit at 7:48 a.m in front of Our Lady of Victories School in Sayreville, according to police. A five-year-old boy sustained head injuries and a broken leg, while his 8-year-old brother suffered abrasions, police said.

The boys were taken to Robert Wood Johnson University Hospital in New Brunswick, according to Capt. Glenn Skarzynski. They are expected to survive.

The driver, 36-year-old Margaret Cheheli, allegedly drove off after hitting the children but was arrested a short time later, according to police. 

Skarzynski praised a mother who "whipped out her cell phone" to get a picture of fleeing car and a father who got a good look at the driver and identified her after her apprehension.

Authorities are also looking into whether the driver was distracted.

"Phones, radios, there's a lot of distractions, so one of the things that will have to be looked at is whether this driver had her on the verge of attention on the road," said Sayreville assemblyman John Wisniewski. 

Some children attending the school were shaken after seeing the chaos. 

"She's pretty emotional now, she's pretty scared," parent Milo Pawelczyk said of his 5-year-old daughter Kayla.

"As soon as we pulled up, she saw the cop car and started crying and I had to tell her it would be OK," he said. 

"It was very hectic, lots of police and worried parents," said parent Dianna Ruiz. 

Additional police arrived around dismissal time Monday to reinforce the crossing guard in front of the school. Police said it's not normally a dangerous crossing, and even parents backed up that assessment. 

"Most people will stop, but some drivers, if they're in a hurry, they don't stop," said parent Rob Sekarak. 

Police say they play a sort of whack-a-mole game with speeders as they look for them: put enforcement in one place, and speeders pop up elsewhere in town. 

Cheheli faces several counts including aggravated assault, leaving the scene of a motor vehicle crash involving a serious injury, endangerment and evidence tampering. Authorities say Cheheli allegedly threw here keys after stopping the car.

Attorney information for the woman wasn't immediately available.

Murder Charges in SUV Shooting

A 26-year-old man has been charged with shooting another man inside an SUV in South Philadelphia last week, police said.

Tysheed Davis, 26, is charged with murder, aggravated assault and related offenses for the shooting death of 26-year-old Jessie Williams.

Williams was found shot inside his 2007 Jeep Grand Cherokee along the 2000 block of Wharton Street in the Point Breeze section around 4:20 p.m. Friday, police said. Another man inside the SUV was hurt when the truck crashed into two parked cars following the shooting.

Williams was taken Thomas Jefferson University Hospital where died, police said.

Detectives later determined Davis was also in the SUV and got into a shoot-out with Williams while in the vehicle, police said.

Davis suffered a gun shot wound to the finger and was treated at Penn Presbyterian Medical Center.

A motive for the shooting was not released.

School Bus Crash Injures 17

A packed school bus was rear-ended by another vehicle along a Berks County, Pennsylvania road Monday afternoon injuring 17 people, school district officials tell NBC10.

The crash happened around 2:30 p.m. Monday along the 2800 block of Shillington Road in Spring Township.

A Wilson School District bus was carrying 36 students from Southern Middle School when the crash happened, district officials said. They were headed back to school after a trip to the Berks County Career and Technology Center.

Seventeen students were taken to nearby hospitals to be treated for minor injuries like bruises, officials said.

The circumstances surrounding the crash was not immediately known.

NJ Requiring Schools to Test Water for Lead

All New Jersey public schools will be required to test for lead in their water supplies starting next school year.

Gov. Chris Christie asked the legislature on Monday to authorize $10 million to pay for the testing, but will mandate it either way. In March, testing found elevated lead levels in school buildings in Newark.

"I think it’s the right thing to do because there’s a public concern about it," Christie said.

The governor also announced the state is lowering its lead action level to match the standard set by the Centers for Disease Control and Prevention. The action will guarantee state aid to children with lower detectable levels of lead in their blood then previously.

"We’re going to lower it there so parents have absolutely no concern about the effect lead might have on their kid," the governor said.

The governor’s announcement come one month after he steered $10 million toward ridding his state’s aging homes from lead paint. This March, the NBC10 Investigators exposed New Jersey diverting millions of dollars from its lead remediation fund to the state’s general fund.


Wounded Phila. Officer Davies Back to Work 3 Years Later

Nearly three years after he was shot and nearly killed in the line of duty, Philadelphia Police Officer Edward Davies returned to work on Monday.

Davies, now 43, was a six-year veteran working in North Philadelphia's rough-and-tumble 25th Police District in August 2013 when he was shot and wounded during a violent struggle inside a Feltonville corner store with a man who police said fled a car stop.

On Monday, the Philadelphia Police Department shared on its Facebook page a picture of Davies with his son, who is holding up a sign that reads, "993 days later ... First day back to work!"

Davies, a father of four, will be working in the Advanced Training Unit at the Police Academy, a department spokesperson said.

Davies was shot during a violent confrontation with Eric Torres inside the Almonte Mini Mart at 4th and Annsbury streets the afternoon of Aug. 13, 2013. Police at the time said that Davies and Torres struggled over a stolen gun that Torres had been carrying, and that Torres managed to fire the .45-caliber Glock during the struggle, sending a bullet tearing through Davies' abdomen.

The bullet badly damaged one of the officer's kidneys, forcing doctors to remove it, and severed an artery, causing him to lose a dangerous amount of blood. He underwent several surgeries as a result of his injuries, was placed into a medically induced coma and spent more than a month at Temple University Hospital.

A jury found Torres guilty in March 2015 of aggravated assault, assault on a police officer and related offenses, but acquitted him on an attempted-murder charge, drawing ire from the Fraternal Order of Police Lodge 5 and Davies' fellow officers. Torres is now serving a 66- to 132-year sentence in state prison for the officer's shooting.

In 2014, Davies received the police department's Valor Award for "exceptional bravery and disregard for personal safety."

When he received the award, Davies told NBC10 that he hoped to "get 100 percent back to where I was before this happened." He added that his youngest son, Justin, helped him in his recovery.

"He's my therapy every day," he said.

Teacher Has Sex With Student: Police

A Montgomery County teacher was arrested for allegedly having sex with a high school student.

Rose Limuli, 39, of Lansdale was arrested and charged with 12 counts of institutional sexual assault.

Police say Limuli, who was an English teacher at Upper Dublin High School, had a sexual relationship with a male student at the school from December, 2015 until late March. Police became aware of the alleged relationship on March 31 which led to an investigation and eventual arrest.

Limuli’s bail was set at $50,000 unsecured under the conditions that she have no contact with the teen or other students. Her preliminary hearing is scheduled for May 16.

Limuli was suspended from Upper Dublin High School pending the outcome of the investigation, according to a school district spokesperson.

“In compliance with Pennsylvania Law, Department of Education Regulations and School District of Upper Dublin policies, Mrs. LiMuli went through the required background checks for criminal record and child abuse history clearances, commonly known as Act 34 and Act 151. Those background checks gave no indication of any previous criminal behavior,” said Upper Dublin School District Dr. Deborah Wheeler in a prepared statement. “Recognizing the emotional impact that this news could have on both students and members of our high school faculty/staff, guidance counselors will be available for consultation.”

Crews Find Oil Sheen in Schuylkill River in Philadelphia

Hazmat crews are investigating an oil sheen that was spotted in the Schuylkill River. Officials say the oil was seen in the river near 2400 Chestnut Street in Philadelphia late Monday afternoon.

It stretches about 1/4 mile and has gotten the attention of people passing over it on the Walnut Street Bridge.

"I don't drink Schuylkill Punch but that's disturbing that whatever is in the water is in there," said Kiya Bradshaw. "It's creating a rainbow, like a film of color."

Earlier this year an emergency generator malfunction at Century Link on 24th and Market caused 4,000 gallons of diesel fuel to spill into the same area of the water.

"Walking past today I was upset to see there's more and that it's happening again," said Katie George.

The Coast Guard is working with the Office of Emergency Management and the Fire Department to determine the source of the material in the water as well as a way to clean it up.

"It's extremely alarming," said Alex Nagle of South Philadelphia. "It's the first time I've seen anything like this."

Officials say there's no threat to drinking water since the spill was downstream from water intakes. Officials continue to investigate.

Watching Fattah Case Begin, Spectator Recalls Fumo

On day one of jury selection in the trial of U.S. Rep. Chaka Fattah, one potential juror grimaced Monday afternoon after the federal judge didn’t announce her number for dismissal – she’d be back Tuesday for another day.

Many of the 255 potential jurors who sat cramped for roughly eight hours at the federal courthouse in Center City appeared unhappy to be there. Roughly half the pool did leave happy when Judge Harvey Bartle called their numbers at the end of the day. Fattah sat calmly with his defense attorneys as both sides reappeared briefly in the afternoon to announce the dismissed jurors.

There was one person in the courtroom who was willingly there.

Ed Heffernan, a retired General Electric accountant from Glenside, came as a spectator to the most prominent political trial in Philadelphia since former state Sen. Vincent Fumo was tried in the same courthouse seven years ago.

Heffernan also saw Fumo’s trial in person, all four months of it.

“That was the pinnacle,” said Heffernan, 82. “Fumo took it as an opportunity to go on Broadway.”

The powerful and wealthy senator was eventually convicted of 137 counts of conspiracy, mail fraud, obstruction of justice, and filing false tax returns. He was released from federal prison in 2013.

Heffernan is among a small handful of enthusiasts who don’t need to watch “Law & Order” to get a taste of courtroom drama: They come to see it live. Several people, almost all retired men, were regulars at the Fumo trial. Heffernan said he recently attended a few days of two other high-profile cases held in the Eastern District of Pennsylvania, which has a main courthouse in Philadelphia and another in Allentown.

One of those trials was the lawsuit brought by former professional football players against the National Football League in a fight over compensation for concussion-related injuries.

“That became a $1 billion payout,” Heffernan said.

The other was Fattah’s son, Chaka Jr.

“That became uncomfortable to watch at times,” Heffernan said of instances during Chaka Fattah Jr.’s trial that included stretches of Fattah Jr. acting as his own attorney. “I don’t know how the court put up with it.”

Fattah Sr.’s trial is expected to take at least a month, but if the Fumo trial taught Heffernan anything, it’s that there is very little predictability in high-profile cases involving well-known politicians.

“I remember at one point during jury selection, a pregnant woman who must have been five, around five, months pregnant asked the judge if she could be excused because of it,” he said. “But the judge said, ‘Don’t worry. It’ll be over with before you have your child.’ I’m sure she must have been excused at some point.”

Jury selection will continue Tuesday in the ceremonial courtroom on the first floor of the courthouse at 601 Market St.

Foster Farms Recalls Chicken Nuggets

Foster Farms is recalling more than 220,000 pounds of frozen cooked chicken breast nuggets after the company received numerous complaints from customers who said that rubber fragments and plastic were found in the product.

According to the United States Department of Agriculture, no one has reported getting sick from eating the nuggets. The recall was enacted on April 29 and limited to the company’s two chicken breast nugget products in Costco stores across Alaska, Idaho, Montana, Oregon, Utah and Washington and wholesale stores in California and Arizona.

The products subject to recall include 5-pound bags of Foster Farms' "Breast Nuggets -- Nugget Shaped Breaded Chicken Breast Patties with Rib Meat." The bags exhibit "best by" dates of Feb. 21, 2017, and March 8, 2017. Ten-pound bulk boxes of Foster Farms' "Breast Nuggets -- Nugget Shaped Breaded Chicken Breast Patties with Rib Meat” are also part of the recall. The boxes contain package codes 6053 and 6068.

The poultry company isolated the problem to their home-base farm in Farmerville, Louisiana, the recall notice said.

Cousins Shot But Story Doesn't Add Up: Police

Police found cousins – a teenager and woman – on a stoop blocks away from where a gunman approached them and began firing along a North Philadelphia street overnight, said Philadelphia Police.

A 20-year-old woman and 16-year-old man told investigators they were shot without reason as they walked in the area of Somerset Street and Park Avenue around 1 a.m. Tuesday, said Philadelphia Police Chief Inspector Scott Small.

"We found both victims sitting on the front steps of a property of the 100 block of Glenwood (Avenue)," said Small. "Why they picked that house, we don’t know."

The teen was shot four times – twice in one leg, once in the other leg and once in the elbow – the woman was shot once in the back. Medics transported both victims to Temple University Hospital conscious and in stable condition, said Small.

"They describe this man as a male wearing gray hooded sweatshirt, no further description," said Small.

The victims live in the same home near they were where they were shot, said investigators.

"Why they would run two blocks away, opposed to running home after being shot is of concern to us," said Small. "So we don’t know how truthful they are being with their story."

Small said it was also odd that a boy shot three times in the leg could run multiple blocks after being shot.

The area of Park and Somerset is “well-known for street sales of illegal narcotics,” said Small.

Police didn’t reveal a motive and couldn’t find ballistic evidence in the case.

"We have no witnesses," said Small.

Delco Grocery Stores to Start Carrying Anti-Overdose Drug Narcan

People hoping to prevent an opioid overdose can now more easily get their hands on Narcan – a nasal spray that can reverse the effects of a potentially deadly overdose – at certain Delaware County grocery stores.

County officials will officially announce Tuesday morning that the antidote will be carried at all ACME pharmacies in the county thanks to a standing prescription issued by the Pennsylvania Physician General.

Narcan has already been credited with saving hundreds of lives in the Philadelphia region.  But eight people have already died from heroin overdoses in Delco this year and hundreds have dies over the past five years in the county.

“We’re hoping that those who have someone that is at risk – someone that is really caught by this opioid epidemic – that they have this available just in case of an overdose,” said county councilman Dave White. “They can have the same tools that our police officers have, that our emergency rooms have to save their lives.”

People can purchase Nalaxone at any of ACME’s more than a half dozen locations in the county including the Broomall supermarket on Sproul Road where Tuesday’s announcement will take place at 11 a.m.

Part of the Narcan availability includes have county counselors available to address addiction, said officials.

Besides ACME, CVS pharmacies also carry NARCAN.

Student Killed During Robbery at NJ Fraternity House: Police

A New Jersey Institute of Technology student was fatally shot at his Newark fraternity house during a robbery early Monday morning, police say.

Shots were fired in a robbery attempt at about 3:30 a.m. at the Tau Kappa Epsilon house on Dr. Martin Luther King Boulevard, police said.

The victim, 23-year-old Joseph Micalizzi, was taken to University Hospital, where he was pronounced dead.

Micalizzi studied mechanical engineering and graduated from Freehold Township High School in 2011. 

His best friend from high school, Tyler Gdovian, said that last time he talked to Micalizzi he mentioned not feeling safe at the frat house. Micalizzi told his friend he had been robbed twice that semester.

"No one wants to hear this news," Gdovian said.

NJIT said that it was "saddened" by the death and that the school is extending thoughts and prayers to Micalizzi's family and friends. The national organization that oversees the TKE chapter at NJIT likewise said it was saddened by the shooting. 

Streets surrounding the fraternity house were cordoned off Monday morning as police investigated.

Students said they woke up Monday to an email alert about the killing. One, junior Asad Ahmed, said he's now worried about his safety.

"I can't even walk around the block," he said. "That's how scary this is now."

It's the second fatal shooting in Newark involving a college student in the last month.

On April 10, Rutgers University - Newark student Shani Patel was shot and killed at his off-campus apartment. Marcus Feliz, 25, was arrested in the Toms River 21-year-old's death. 

Authorities and the college are offering a $20,000 reward for information leading to an arrest in Micalizzi's death.
